Mr. Brill <br />indicated that the cost of acquisition might raise the cost of the <br />improvement beyond what is anticipated. These people feel the <br />benefits are general to the community and the area and that the <br />cost should be borne in an areawide way, not by just a few. <br />They feel this is a state highway department problem and they <br />oppose this interim solution which doesn1t benefit them specifi- <br />cally but benefits everyone generally. <br /> <br />l:ffi. JACK ADAMSON of the Last Frontier Restaurant: He said <br />when notices of the hearing were sent to the affected property <br />owners, they were not mailed to a number of people - the apartments <br />and the bowling alley. Asked why they weren't being considered for <br />assessments. Also mentioned that the new location of the service <br />road would be across a valuable piece of property he owns adjacent <br />to his restaurant and also across valuable property owned by ~~. <br />Ki'lutson adjacent to the Arden Inn. Asked if the total cost of the <br />improvement reflected the cost of acquiring these two parcels of <br />property. Said he doesn't believe this type of improvement will <br />do the job needed at the intersection of county Road B and Snelling. <br />He had written to the village council suggesting that an improvement <br />could be made by reduction of speed on Snelling Avenue and an <br />improvement of the traffic lights with a reasonable left hand turn <br />signal. <br /> <br />~m. HARVEY CHARBONNEAU of the Roadside Restaurant: His business <br />has been located at the intersection of County Road B and Snelling <br />for 25 years and they have less business today than five years ago <br />when the problem didn't exist and therefore they're not responsible <br />for it. Felt the prOblem was caused by the businesses on the east <br />side of Snelling Avenue. Thought it unfair that they should be <br />assessed any amount to pay for a situation they did not create. What <br />happened was caused by the upgrading of streets in the area and the <br />tremendous shopping areas and he felt the cost should be paid by the <br />Village or county or state. <br /> <br />j:vIR. DICK KNUTSON of the Arden Inn: Also feels that the traffic <br />prOblems were created by the shopping centers in the area. Said that <br />all businesses in Roseville will benefit by the improvement and he <br />doesn't feel the few abutting property owners should be asked to pay <br />for the entire improvement. <br />
