NR. CAL DOUGLAS, representing the Slawik properties in Bar Mar
Hall shopping center: Explained the road improvements and prore:.o:-ty
dedication that had been made by Bar ~mr to alleviate traffic problems
on the east side of Snelling Avenue. They feel they have contributed
enough land as far as relieving the future traffic congestion on their
side of Snelling.

r1R. JACK AD~1S0N (Spoke before): Suggested that instead of doing
the job piecemeal, the village should buyout the abutting property
owners and put in a good complete improvement.

lJiR. WILLIAM MERRITT, ~1innesota Highway Department (Spoke before):
Said he thought the whole interim solution had been created by the
state's inability to finance the ultimate interchange now. Hopefully
they could finance the medians as proposed during 1973 but the entire
interchange system could not be done for from 10 to 15 years.

~m. DEANE ANKIJU~, Ramsey County Engineering Department (Spoke
before): When asked if there could be better participation on the
part of the County, Mr. Anklan replied they were in a financial bind
and the answer would have to be "no".

l/JAYOR LINEBARGER: Asked 11%'. Anklan what the county's situation
would be as far as the east side of Snelling is concerned if the
two improvements were separated.

MR. DEANE ANKLAN (Spoke before): Said they planned to go ahead
with that and then there should be some correlation on the west side
of Snelling. If they do that much of an improvement on the east side
and expedite the traffic movement there they should go through the
whole area. If it's just by an extension of the median they have on
the west side or by a left turn land and left turn control signal
that would be the ultimate or the best they could do.

.i:viR. BURKE M. RAYl-10ND, Village Manager: Asked if there '\'lIould be
any possibility of resignalling the intersection even tho\Ighthey
might not go ahead with the improvement as far as the west 81de of
Snelling is concerned. ~~. Merritt of the Highway Department replied
that he didn't know if that would accomplish the job but that he would
be willing to pursue the idea.

MR. HARVEY CHARBONNEAU of the Roadside Restaurant (Spoke before):
Said the Highway Department has been delaying this project fo~ 10 years.
As a result the people in the area haven't known whether to expand
businesses, sell property, or what to do with it.
