<br />The Mayor then directed the Managel" to read the des- <br /> <br />cription of the general nature and estimated cost of the <br /> <br />proposed improvement and the area proposed to be assessed <br /> <br />therefor, as stated in the published notice of hearing. <br /> <br />After reading of the notice, all persons present were <br /> <br />afforded opportunity to be heard, and the names and addresses <br /> <br />of the persons appearing and heard by the Council, and the <br /> <br />substance of the views presented by them were as follows: <br /> <br />MR. BURKE M. RAYMOND, Village Manager, presented a <br />letter from Mr. Jackson Riedesel of the Darrel A. Farr <br />Development Corporation: They pe1ieve the conotruction <br />of Herschell Street is necessary this year to provide easy <br />access to their proposed office building for future tenants <br />and to avoid potential traffic problems at the entrance to the <br />frontage road bounding the property on the north. They had <br />planned to place the sewer and water lines serving the southern <br />half of their remaining property at a latGr date however, doing <br />the work themselves when needed. Sewer a~d water service are <br />readily available to the Rosedale Towers office building from <br />the frontage road locations on the north. <br /> <br />MR. WILLIAM HULME, l720 W. Eldridge: Has been working <br />on a citizen's committee in an effort to try to preserve the <br />woods through which this road would go. They have been making <br />efforts, in connection with the school district, to determine <br />if a portion of this property could be purchased from the <br />Farr Development Corporation. Asked if the improvement could <br />be delayed to give them more time to accomplish this purpose. <br /> <br />MR. JACKSON RIEDESEL, representing Farr Development <br />corporation, builders of the proposed office building at <br />Highway 36 and Herschel. They feel they do need the new street <br />and the other facilities proposed in the improvement. The <br />building is scheduled to be completed in January, 1974 and with <br />the number of cars for which they have planned parking they <br />feel that the construction of Herschel Street will be almost <br />a necessity. He would like to save the trees but doesn't know <br />how it can be done. <br />
