The Mayor then directed the Managel" to read the des- cription of the general nature and estimated cost of the proposed improvement and the area proposed to be assessed therefor, as stated in the published notice of hearing. After reading of the notice, all persons present were afforded opportunity to be heard, and the names and addresses of the persons appearing and heard by the Council, and the substance of the views presented by them were as follows: MR. BURKE M. RAYMOND, Village Manager, presented a letter from Mr. Jackson Riedesel of the Darrel A. Farr Development Corporation: They pe1ieve the conotruction of Herschell Street is necessary this year to provide easy access to their proposed office building for future tenants and to avoid potential traffic problems at the entrance to the frontage road bounding the property on the north. They had planned to place the sewer and water lines serving the southern half of their remaining property at a latGr date however, doing the work themselves when needed. Sewer a~d water service are readily available to the Rosedale Towers office building from the frontage road locations on the north. MR. WILLIAM HULME, l720 W. Eldridge: Has been working on a citizen's committee in an effort to try to preserve the woods through which this road would go. They have been making efforts, in connection with the school district, to determine if a portion of this property could be purchased from the Farr Development Corporation. Asked if the improvement could be delayed to give them more time to accomplish this purpose. MR. JACKSON RIEDESEL, representing Farr Development corporation, builders of the proposed office building at Highway 36 and Herschel. They feel they do need the new street and the other facilities proposed in the improvement. The building is scheduled to be completed in January, 1974 and with the number of cars for which they have planned parking they feel that the construction of Herschel Street will be almost a necessity. He would like to save the trees but doesn't know how it can be done.
