<br />- 2- <br /> <br />Rule 6, Motions, Any motion, by any member, shall be reduced to <br />writing upon the request of any member, No motion shall <br />be put to vote until it has been stated by the recorder at <br />the request of any member of the Council <br /> <br />Rule 7, Minutes of Motions, After a motion shall be stated by the <br />recorder, it shall be in possession of the Council, but it <br />may be withdrawn at any time by the Councilman presenting <br />the motion before being amended or acted upon, All motions <br />and amendments thereto shall be entered upon the minutes and <br />the vote thereon whether they be adopted or rejected, <br /> <br />Rule 8, Petitions, Memorlals, etc, Petitions, memorials and other <br />papers addressed to the Council shall be presented by the <br />presiding officer or by a member in his place or may be read <br />by the recorder at the request of a member or'the presiding <br />officer, All petitions, memorials, and other communications <br />which may be filed with or delivered to the Manager prior to <br />the meeting of the Council shall be brought before the <br />Council by the Manager, <br /> <br />Rule 9, Vote, (1) Roll Call shall be called from the presiding <br />officer's right to ~his left except the presiding <br />officer shall vote last, <br />(2) Each individual's vote shall be entered in the <br />minutes, <br />(3) Any member may abstain from voting or disqualify <br />himself, The reason for disqualification or <br />absentation must be stated by the member and <br />entered in the minutes 0 If a member disqualifies <br />himself he may physically remove himself from the <br />room for consideration of the particular issue, <br /> <br />Rule 10, Ordinances, <br /> <br />(1) It shall be the duty of the City Attorney to pre- <br />pare all ordinances on request of any councilman, <br /> <br />(2) No ordinance shall be introduced until it has been <br />approved as to form by the City Attorney, <br /> <br />(3) No ordinance shall be read before the Council unless <br />the same be introduced by and bear the name of some <br />member of the council, <br /> <br />(4) There shall be a delay of at least one week between <br />the initial presentation and final vote of an <br />ordinance if requested by a council member, <br /> <br />Rule 11, Rules of Order, The rules of parliamentary practice embraced <br />in Roberts Rules of ORder shall govern the council procedure <br />in cases to which they are applicable and to which they are <br />not inconsistent with the Standing Rules of Order and business <br />of the Council, <br /> <br />Rule 12, Suspension of Rules, No rule of the council shall be suspended <br />without the concurrence of at least four (4) members of the <br />Council , <br />
