dollar. I don't have a firm statement, but I sort of browbeat
them into 11.

MAYOR LINEBARGER: So Alternate 3 would run something like
$10 or $11.

MR. HONCHELL: If there were 11 poles.

MAYOR LINEBARGER: I'll ask Mr. Popovich to present the
financial and assessment summary.

MR. POPOVICH: There's not much more to add. You really
end up - he's come up with a fourth alternative, but the three
we've been discussing break down to $3.87 per year, $20.82 per
year, or $13.55 and you have to determine what the people want.
The practical problem you have is because you don't own the
street lights. What you're assessing them for was over and
above what is normally given and you can't guarantee that this
will ever end. This has been predicated on a 20 year period and
then what Northern States Power will charge the city, so this
is an on going thing which really makes for some interesting
possibilities so I think you have to ascertain what the people
want and what are they willing to pay.

MAYOR LINEBARGER: The way those cross-hatches went on, I
think they told us. Anyone in
favor of this?

MR. JAMES MICHELS, 561 Heine1 Drive: I was instrumental -
one of the persons instrumental in petitioning for the lights.
My neighbor, Brent Jordahl, completed the petition. The year
before, another neighbor and I had petitioned for street lights
in that area because it's a little street and quite dark and
somehow the petition got lost and it never went through last
year. This year we started out again and at that time the
engineering department quoted us approximately $5 per family per
year for the additional cost of the lights and most of the
people were informed on this basis and I think all the static -
the counter petition signed by the people that had initially
signed - that $23,000 total cost scared the hell out of them.
Most of them recognize the need for lights, but feel there are

4
