We <br />couldn't swallow that so we said we have to double this just to <br />look like our head's screwed on right. It's still extremely <br />conservative and the proof is that they have asked for a 25% <br />increase immediately and they were saying it was 1~1o over 10 <br />years so that figure is based on a 2% increase per year. <br /> <br />MAYOR LINEBARGER: But that could go up higher. <br /> <br />MR. HONCHELL: We can't guarantee what your assessment will <br />be but we can try to indicate to you what it looks like it <br />might be. The Council would have to decide - would they want <br />to charge the recommended rate. <br /> <br />MAYOR LINEBARGER: You wouldn't be guaranteeing this rate. <br /> <br />MR. HONCHELL: We would be guaranteeing this rate at <br />whatever the assessment is passed at in (inaudible) - whatever <br />the Council sets at that time, that's it for 20 years and if <br />the inflation goes up faster, the city at large picks up a <br />bigger chunk. <br /> <br />MAYOR LINEBARGER: That 2% you said was conservative, I'd <br />say it's ultra-conservative. <br /> <br />MR. HONCHELL: They told us 1% and we were reacting to what <br />they told us it would be. <br /> <br />MRS. RONALD RILEY, 548 Heinel Drive: Why are they pushing <br />so many lights? Everything is to conserve energy. <br /> <br />MR. HONCHELL: They really aren't pushing this system. <br />They say they have an investment in the underground system now <br />and for them over the long pull to get their money back and <br />meet operating expenses and maintenance expenses, that this is <br />the sort of cost they have to charge the city and they feel that <br />to go into this system if they don't have enough lights - if <br />they had just five or six lights - they feel they would never <br />get their money back out of the rate system as it's now constituted. <br />They'd start charging $160 because they'd only have half the <br />poles to collect the money from so they're trying to (inaudible) <br />by giving a good lighting system and it gives them a return <br />because they feel if they can't get a return they won't put the <br />lights up. <br /> <br />6 <br />
