<br />-2- <br /> <br />Rule 7. Minutes of Motions. After a motion shall be stated by <br />the recordert lt shall be in possession of the Council, <br />but it may be withdrawn at any time by the Councilman <br />presenting the motion before being amended or acted up- <br />on. All motions and amendments thereto shall be entered <br />upon the minutes and the vote thereon whether they be <br />adopted or rejected. <br /> <br />Rule 8. Petitionst Memorials, etc. Petitions, memorials, and <br />other papers addressed to the Council shall be presented <br />by the presiding officer or by a member in his place, or <br />may be read by the recorder at the request of a member <br />or the presiding officer. All petitions, memorials, and <br />other communications which may be filed with or delivered <br />to the Manager prior to the meeting of the Council shall <br />be brought before the Council by the Manager. <br /> <br />Rule 9. Vote. (1) Roll Call shall be called from the presiding <br />orFrcer's right to his left except the presiding officer <br />shall vote last. <br />(2) Each individual's vote shall be entered in <br />the minutes. <br />(3) Any member may abstain from voting or dis- <br />qualify himself. The reason for disqualification or ab- <br />stention must be stated by the member and entered in the <br />minutes. If a member disqualifies himself he may physi- <br />cally remove himself from the roam for consideration of <br />the particular issue. <br /> <br />Rule 10. Ordinances. (1) It shall be the duty of the City Attor- <br />to prepare all ordinance; on the request of any councilman. <br />(2) No ordinance shall be introduced until <br />it has been approved as to form by the City Attorney. <br />(3) No ordinance shall be read before the <br />Council unless the same be introduced by and bear the name <br />of some member of the council. <br />(4) There shall be a delay of at least one <br />week between tl'\.~ iIiltralspresehtatidnlandnfinalJvote of'"' <br />andJrainance if:reqmeiued'^by,>a'^c!:omo1h1c'mem15er.1l ~rr'-' ~ <br /> <br />Rule 11. Rules of Order. The rules of parlimentary practice embraced <br />ln Roberts Rules of Order shall govern the council proce- <br />dure in cases to which they are applicRhle and to which <br />they are not inconsistent with the Standing Rules of Order <br />and business of the Council. <br /> <br />Rule 12. sus~ension of Rules. No rule of the council shall be sus- <br />pen ed without the concurrence of at leat four (4) mem- <br />bers of the Council. <br /> <br />Rule 13. Order of Business.
