(Inaudible) picked up in a <br />27 inch pipe and carried to the proposed new system. To tie this <br />all together, as I say, is the outlet facility which meters the <br />material to the north. <br /> <br />It's necessary, in addition to looking at merely the Langdon <br />Lake area, or merely the Cleveland area, that an overview of <br />the whole problem be kept in mind. We have already constructed a <br />retaining basin on the corner of Evelyn and D. We're in the pro- <br />cess of getting the necessary property to construct a larger basin <br />near the warehousing. We enlarged the ponding area at Wilson Pond <br />and need to enlarge this area. In a large storm area there's no <br />way to get all the water that falls from the heavens out of the <br />2rea fast enough and there would be flooding, particularly before <br />we did some work on the pond. We had to take an overview because <br />we could not take the water out fast enough because (inaudible) so <br />vIe had to watch how much ~,}ater would go out, hO\<l fast, and what <br />kind of water was going out as we made this plan and that's \<lhy <br />we need the control facilities on Langdon as a piece of the <br />facilities of this plan. <br /> <br />MR. POPOVICH~ Mayor, and members of the Council. The total <br />published estimated cost is $496,300. Obviously, based on the <br />new assessment policy for storm sewer, a certain amount \>'lould <br />be raised that way. It is estimated that some $397,144 would <br />be raised by assessments and the balance of $99,156 would be <br />spread on general taxes. To raise the $397,144 by assessments, <br />there are approximately 165 buildable lots at $295 per lot under <br />the new assessment rate. 14 unbuildable lots at $590. 3.2 acres <br />at $995, and acreage unbuildable 12.43 acres which will be <br />assessed at $1,990. That r~ises a total of $84,775.10. A mdjority <br />of the assessments come from property either tax exempt such as <br />the churches, city property, the school, but also from commercial <br />[1roper~cy, industrial, and multiple family. Those assessments are <br />almost double the previous factors I gave. 13 buildable lots <br />assessed at $590 instead of $295. 1 unbuildable at $1180, 98.37 <br />buildable acres at $1990 per acre, and unbuildable a~res 10.82 <br />which will be assessed at $3,980. There's a portion of roughly <br />$73,000 of unbuildable acres that are involved that at this t.i.me <br />are under water and they won't be assessed until such time as they <br />would become buildable and so that assessment would be defer.red <br />until such time that property would become utilized~ But that <br />figure is included in the overall figures that I have given. This <br />would be spread over the 20 year period of time with the right of <br />prepayment and the carL~ing charge of 8%. <br /> <br />6 <br />
