be providing (inaudible) the reeds and rush grass to pick up the
phosphates and nitrates to the best of their ability. It also
would allow us then to keep intact that portion of the improvement
the PIK terminal has already constructed. It would save the pro-
blem of over-supplying water to the area and, therefore, would be
by-passing it and we prefer to see it come into an existing
facility.

The last portion would be to put a control structure on the
outlet facility and enlarge the outlet facility so we can better
control the elevation and use of Langdon Lake. We don't want the
water too high, obviouslyo because we don't want property flooded
or wild life or environmental conditions flooded. We don't want
it too low. Those of you who were around last year, if we had had
more water in that we wouldn't have had the mud flats that we
saw last fall. We would like to have this facility of controlling
the lake better rather then have mother nature do whatever it fe~
for that particular season.

We feel with C-2, although it's not a particular portion
of the storm drainage facility because of the fact the water
is the same on each side (inaudible) my recommendation is that
County Road C-2 not be (inaudible). Three different things could
happen to C-2. It could be left where it is, and in talking to
the wild life people, we \"JOuld take some of the (inaudible) from
the material and provide more shoreline which is what the wild
life needs. That would not get rid of the trucks, but I don't
think a drainage project is designed to get rid of trucks. It
~~ould continue to allow cross traffic of bikes and cars.

The second thing is, we could totally dig this up and take
it away. There would be nothing there. That would preclude the
use of bicycles from crossing the (inaudible). There would be
small problems (inaudible) cost a little money. tife would have
to build some cul-de-sacs at that end, again a little more money 0
but that's not to say it's impossible.

The third thing is that we could prohibit vehicular traffic
across the lake by putting barriers up. But let people and
bicycles - but stop the flow of trucks and carso An alternative
being considered as part of this work, and one I recommend 0 is
that in addition to doing this work on the north side of C - that
is most of you may remember from driving along C in this area -
there is considerable open drain areas, there are trenches, the
water comes from a rather large area to that spot, goes under the

5
