MR. v-JALLY MA'l'TSON, 2931 North .eairview~ I live next door
to Mr. r1iller. I've only been there since 1950. I would speak
first for that area on Fairview where we live. I would suspect
that's the highest point in the area. I've never seen water
standing there and I see no reason for digging up pairview in
that part. I fail to understand with this drainage system how
you will improve that lake. I could go over here. I can see
coming from here, draining this commercial area and if this
filtration area is good you might do something there, but I see
no way where you're draining the water from here where it's going
to be the natural drainage that we have at the present time. I
see no way you're going to improve that lake with those(inaudible)
here and here. It's physically impossible because you have better
drainage with the gradual seepage through it than channeling it
through a pipe, and '\JVe know what happens when it gets in a pipe-
away it goes - so I would seriously question why those have to go
in.

~ffi. HONCHELL~ The reason for the pipes in ?airview are two-
fold. One is that it's just good management of what's there and
what may some day be built there to have proper drainage of the
sub-base.

filR. MATTSON: Isn't it built now?

j:.1R. HONCHELL: It's built, but they'd like to have it stay
built for sometime. What I'm saying is, the water gets under-
neath the sub-base and causes more rapid deterioration of the
roadway system which costs all of us money. The more primary
reason is that there is water that goes through yards and it's
a slow process. I don't know where the home owners are right
there, but I'd be interested to see if they (inaudible) water
out of their yard. I made at least three trips in the four years
I've been here trying to get the problem solved. If they're
opposed to it I'll be happy to leave that leg out.

~ffi. ~mTTSON~ You speak of the roadway there. I've been
there 28 years and I have seen no evidence of undermining there.
One last question I have. Did you increase the output from Wilson
Pond when you were messing around out there, because it suddenly
went dry.

MR. HONCHELL~ It went dry because we had no rain. The pipe
going out is the same as it has been for years.

13
