<br />Minutes of Meeting <br />of City Council <br />City or Roseville <br />Ramsey County, Minnesota <br />April 4, 1977 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br />of the City Council of the City of Roseville, Minnesota, was <br />held in the City Hall in said City on Monday, April 4, 1977 <br />at 7:30 o'clock p.m. <br /> <br />The following members were present~ Mayor Demos, and <br />Councilmen Hess, Anderson, curley, and Grauel~ and the following <br />were absent: None. <br /> <br />Also present were Mr. James Andre, City Manager~ Robert <br />Bell, City AttorneY7 Charles Honchello City Public Works Director: <br />and Peter 8. popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: The meeting will come to order. The first <br />hearing is that of project 88-76-18 in the area of Old Highway <br />8 and County Road D for sanitary sewer. <br /> <br />MR. ANDRE: I have the affidavit of publication For the <br />Notice of Hearing and the Certificate of Mailing the hearing <br />notices on this project. <br /> <br />~~YOR DEM08~ Mr. Honchell, would you care to present the <br />summary of the nature of the improvement. <br /> <br />MR. HONCHELL: This improvement was petitioned for by the <br />owners of what is to be J's Restaurant. Actually it's about a <br />four and a half acre site on the corner of County Road D and <br />Old Highway 8. The petitioner represented this large triangu- <br />lar area. <br /> <br />As we went into the plan and studied various ways it could <br />be served, we found there were potentially other uses for the <br />sanitary sewer ultimately in addition to the petitioned site. <br />There are two parcels across the street that do not have sanitary <br />sewer facilities at this time and also a rather large commercial <br />parcel which is across the street as well. After discussion with <br />the petitioner, it was determined that he, at the present time, <br />was particularly concerned with serving address 2380 which is <br />where the restaurant will be. Therefore, he requested that that <br />be served as soon as possible, but he wasn't nearly as interested <br />in serving the other two areas, so we tried to work out some al- <br />ternative ways to serve this site. <br />
