At this time Roseville Properties was in the process of purchasing the <br />Indianhead and Cummins site to put forward their development plan for retail and <br />housing. <br /> <br />WHEREAS, on October 21, 2002 the City Council held an introductory discussion <br />regarding Roseville Properties LLC's proposal for the redevelopment of Twin Lakes. <br />Through this discussion the Council provided direction on the following: <br /> <br />a. Encouraged Roseville Properties to make a formal tax increment <br />application and deposit. <br /> <br />b. Directed staff to hire a City financial consultant (Staff recommended Jim <br />Casserly) to help develop tax increment projections based upon Roseville <br />Properties proposal. In addition, staff would identify other sources of funds <br />such as existing EP A grants, Metropolitan Council, Ramsey County, HUD, <br />etc. <br /> <br />c. Directed staff to work with Roseville Properties regarding: <br /> <br />1. mix of land uses; high quality and compatibility with the master <br />plan, <br /> <br />11. design principles to encourage a neighborhood development with <br />walkable, livable blocks and aesthetically pleasing frontages - staff <br />is in the final stages of preparing specific design principles for Twin <br />Lakes as part of the Metropolitan Council's planning grant <br /> <br />111. infrastructure needs such as Twin Lakes Parkway, ponding, trails, <br />35W ramp <br /> <br />IV. traffic analysis and how the plan compares to the AUAR findings <br /> <br />d. Directed staff to prepare a development time table regarding 1) land use <br />review as a "B-6" mixed use business park district with the PUD process, <br />2) financial assistance review, and 3) public improvements and <br />connections. <br /> <br />WHEREAS, on February 10, 2003 the City Council approved the support of <br />special legislation for the Twin Lakes Redevelopment Area and approved the use of <br />Minnesota Solutions (Bonnie Balach) and Krass Monroe (Jim Casserly) to assist in <br />advising the City and the designated Council representatives, Mayor Kysy1yczyn and <br />Counci1member Maschka, regarding the legislative process for approval. Also, Council <br />held a discussion regarding a Memorandum of Understanding with Roseville Properties <br />for consideration of their development proposal. <br /> <br />7 <br />
