<br />"Business Park" as described in the Twin Lakes Master Plan dated June 26, <br />2001 and as amended by Council with the Scenario # 1. The amendment <br />included the findings of the AUAR and mitigation plan. <br /> <br />c. Accepted, by resolution, the findings of the AUAR and Mitigation Plan for <br />the Twin Lakes Business Park and authorized staff to prepare response <br />letters to the agencies providing comment and to resubmit the Mitigation <br />Plan to the EQB for final comment. <br /> <br />WHEREAS, on July 23,2001 the City Council authorized an application for the <br />Livable Communities Demonstration Account Program for an Opportunity Grant for the <br />Twin Lakes Business Park Project for $75,000. The Opportunity Grant was funded and <br />included the completion of the following: <br /> <br />a. Conduct a full financial feasibility analysis looking at future investment, <br />the changes in the tax laws and public financing options, <br />b. Update the infrastructure plan and issuing a feasibility study for the Twin <br />Lakes Parkway <br />c. Conduct appraisals for the Twin Lakes Parkway right of way. <br />d. Conduct a limited market study <br />e. Provide additional design plan for trails, open space, signage and building <br />configurations. <br />f. Develop design criteria to assist developers in the PUD rezoning process. <br /> <br />WHEREAS, on August 13,2001, at a duly noticed public meeting, the Roseville <br />City Council adopted, by its vote of 5-0, an Alternative Urban Area Review (AUAR) for <br />the Twin Lakes study area. <br /> <br />WHEREAS, on December 17, 2001 the City Council approved the text <br />amendments to City Code Section 1005.07 (the "B-6" "Office Park District") and <br />renamed it "B-6" "Mixed Use Business Park' which is consistent with the purpose and <br />intent of the Comprehensive Land Use Plan definition and designation. <br /> <br />WHEREAS, on January 14,2002 the City Council considered a settlement in the <br />TIP/lndianhead Litigation: Transport International Pool, Inc. v. Regor, Inc. and City of <br />Roseville, Ramsey County District Court No. 62-C8-99-8257 which is within the Twin <br />Lakes Business Park area. <br /> <br />WHEREAS, on July 15,2002 the City Council authorized, by resolution, an <br />application for the Livable Communities Demonstration Account Program for the Twin <br />Lakes Business Park Project to provide gap funding for the construction of the Twin <br />Lakes Parkway Phase I to spur the redevelopment of a livable, mixed-use business park. <br />Again the application was not funded due to the lack of commitment between the City <br /> <br />6 <br />
