<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 17, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was held <br /> <br />in the City Hall in said City on Monday, November 17, 1980, at <br /> <br />7:00 o'clock p. m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Curley, Franke and Kehr; and the following were absent: <br /> <br />One Vacancy. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br /> <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: I will open the hearing on Improvement ST-80-l4,. <br />Fairways Lane and Fulham Pond area, storm sewer. <br /> <br />MR. ANDRE: We have the certificate of mailing and affidavit <br />of publication for this project on file. <br /> <br />MR. HONCHELL: This job was also the result of a petition <br />from property owners in the area. I will try to identify the <br />area. The boundaries are roughly the edge of Fulham Street on <br />,the east, about the middle of County Road B on the north, it <br />comes over and takes in a relatively small portion of Midland <br />Hills - at least in comparison with the whole golf course, south <br />of these lots, taking in again some of the land in the golf <br />course, and then back up to the intersection. <br /> <br />My understanding is that at least one of the names on the <br />petition, and quite possibly more, have requested to have their <br />names removed from the petition, which would put this just under <br />the 35% level. Originally I think it was 37% signing the petition. <br /> <br />Briefly, the situation that exists in this area is that <br />there is some ponding of water that occurs up near County Road B <br />and Fairways. Most of this area drains southerly, and from this <br />area (inaudible) Fairways it drains back toward this southwest <br />quadrant where it goes to LAl, or Low Area 1. Mostly on this <br />corner lot and slightly on the (inaudible) lot. Also, some <br />ponding occurs on the edge of County Road Band Fulham and <br />
