4

MR. RICHARD PARNELL: I'm on the Finance Committee of
Advent Lutheran Church. If we were to be fined half of this
$217,000 there's no way we could pay that. Even if it were
25% our budget could not stand that. I would hope you would
defeat this project.

MR. ERNEST BURROW, 5420 North Lexington: This property has
been a great benefit to our church from the standpoint of the
Department of Education, Christian education because a lot of
this area is used for environmental study. The children are able
to go out and go through it, and basically this is a psychological
aspect (inaudible) I would like to go on record as a member of
Advent Lutheran Church and representative of the Board of
Deacons as being opposed to the project.

MR. KEN MATTSON: I'm a member of Advent Lutheran Church
and also on the Board. One of the key benefits of that property
to our church, as my friend Mr. Burrow mentioned, is the
natural value of it. We use that property for small children
to go back off the parking lot and look at the woods. We have
also used it occasionally as an area where you can go back and
have a little talk or meeting (inaudible)

PASTOR THOMAS BASICH, 1026 Woodlynn Avenue, pastor of
Advent Lutheran Church: My office is on the property here at
3000 Hamline Avenue. There just isn't anything that one can
say about this project, and I would strongly advise the Council
to unanimously turn it down. There are a lot of things that can
be said against it and nothing in favor of it. The first thing
that comes to my mind is if this went through and you assess us
at these rates, it would break our back financially. We're
having a difficult time just meeting costs because of inflation
(inaudible)

~m. ANDRE: I think it's clear the church is opposed to it.
I guess what I'm wondering is where are the people who petitioned
~or it. We're responding to a petition and I guess it would be
helpful if the original petitioners would indicate if they are
still interested because that's a Catch 22 situation on the
east.

!1AYOR DEMOS: Is the petitioner here? If not, I will close
the hearing.

COUNCILtffiN FRANKE then moved that the improvement be
denied. The motion was seconded by Councilman Kehr and all
voted in favor of the motion.
