<br />3 <br /> <br />The water services estimated at $970.83 a lot. The storm <br />sewer cost is $15,676 and the estimated cost per unit would be <br />$261.27 if it was 100% assessed. At the 25% rate it would be <br />$65.32. <br /> <br />The street, curb and gutter total cost is estimated at <br />$158,835 and at the assessable footage that's available the <br />estimated cost per foot for the system, assuming 100% assessed <br />would be $166.04 a foot. <br /> <br />The actual figures would be determined this fall if the <br />project goes ahead. <br /> <br />MAYOR DEMOS: Any written statements? <br /> <br />MR. ANDRE: We have no correspondence on this. <br /> <br />MAYOR DEMOS: At this time I will open this hearing to the <br />public and ask each person to identify him or herself. <br /> <br />MR. JACK BELL: I am one of the members of the Advent Lutheran <br />Church Council. If 48% of the property owners petitioned, it <br />must have been everyone but us because we own the other side of <br />the street. <br /> <br />This is not a feasible project. This is in an area where the <br />costs are going to be extremely high to build the road and <br />when all of this peat is dug out you can imagine (inaudible). <br />We have no intention of developing that property or using those <br />lots on the west side of the street. Lots 1 through 6 where the <br />storm sewer runs through is adjacent to the church ground which <br />is immediately west (inaudible). It covers part of our parking <br />lot and covers the wooded area. It's particularly suitable just <br />the way it is for the purpose that we intend to use it - for <br />aesthetic value, for nature study, for a buffer between the church <br />grounds and the area east of the church grounds. There is <br />,certainly no benefit to the church by this project. <br /> <br />I would question whether the cost of the project would <br />exceed the benefit to the property because if it's got this <br />poor surface for a road it has a poor surface for (inaudible) <br />but anyway, we don't want to build houses there. We have no <br />plans. We want to keep the land just as it is. <br /> <br />If the project were to go through and if the church is <br />faced with this kind of assessment it forces us into a selling <br />position because we just don't have the budget to cover an <br />assessment for this, and especially in the line of costs you're <br />talking about. It would really amount to a confiscation of <br />our property. We would lose the whole east end of our property. <br /> <br />I think too that $166 a square foot (inaudible). One of the <br />lots is divided by a storm sewer now. That's going to have <br />(inaudible) It just is not a feasible project. I would <br />recommend and urge the Council that this is not a project to go <br />ahead with (inaudible). <br />
