<br />3 <br /> <br />to be taken as part of the project, almost half of these trees <br />being at the extreme northern portion where the road is so far <br />off to the east. When I say these trees are taken - so we all <br />understand each other - it's not proposed that they be taken from <br />private property. All of the trees mentioned are in the existing <br />City right-of-way. <br /> <br />There are some fairly steep driveways - actually on both <br />sides - but particularly on the west. These driveways will be <br />in the same general condition as far as slope as they are today. <br />This may mean, in some instances, having to go back on the private <br />property to reconstruct the driveways to provide adequate grades. <br /> <br />One of the other features of this particular project is <br />that, you will notice as the land falls off, some of the homes <br />are a little higher than the front yards, but still lower than the <br />road. It will, in all probability, be necessary to provide some <br />pick-up points for that water that will be setting at the front <br />yard areas because otherwise the water would be trapped, actually <br />as it is trapped somewhat today. We would like to intercept so it <br />doesn't run along the roadway for extensive lengths. Since there <br />are existing storm drain facilities in place, it's a matter of <br />making some minor extensions out. <br /> <br />The block of Judith that is included is quite close to the <br />existing centerline and has no severe grade problems. It's <br />proposed to be built again in a typical 32 foot manner with the <br />roadway centered. No particular problems are anticipated on that <br />roadway. <br /> <br />MR. POPOVICH: This improvement has a published total cost <br />of $218,810 and it was originally started by petition, as was <br />explained by the engineer. The total assessable footage is <br />3,551 feet and if it were 100% assessed it would be $61.60 per <br />foot for the improvement. Based on the recommendation of the <br />department it's proposed that only 25% or $14.50 be assessed per <br />front foot against the benefited properties and the rest of it <br />would be picked up by the city as a whole. <br /> <br />We would recommend an assessment period not to exeed 15 <br />years in view of the money market conditions and obviously <br />depending on the interest rate we receive,and the assessment <br />carrying charge if the people did not prepay would be 1% over <br />that interest rate the City would have to pay. <br /> <br />MR. ANDRE: There has been a petition submitted to the City <br />within the last day or two. We do have a petition submitted to <br />the City in opposition to the improvement, and the petition <br />relates both to the Oxford and Judith portion of the project and <br />it reads, "The undersigned hereby express opposition to the <br />proposed 32-foot paved street, curb and gutter on Oxford Street <br />between Woodhill on the south and County Road C-2 on the north <br />for which all property owners would be individually assessed. <br />The same are not opposed to reconstruction of the street (without <br />widening) by the City street department using the general tax fund." <br />
