Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

Held: August 10, 1981

Pursuant to due call and notice thereof, a.regular meeting

of the City Council of the City of Roseville, Minnesota, was duly

held in the City Hall in said City on Monday, August 10, 1981, at

7:30 o'clock p.m.

The following members were present: Mayor Demos and

Councilmen Franke, Kehr and Johnson; and the following was ab-

sent: Councilman Curley.

Also in attendance were James F. Andre, City Manager;

Charles Honchell, City Public Works Director; Doug Strong of the

City Public Works Department; Robert Bell of Peterson, Bell and

Converse, City Attorneys; and Peter S. Popovich of Peterson,

Popovich, Knutson & Flynn, City Bond Consultants.

Mr. Andre presented an affidavit showing publication of

Notice of Hearing on the proposed assessment for Improvement N9.

UL-80-13 in the Rosevi11e Sun on July 22, 1981, which affidavit

was examined, found satisfactory, and ordered placed on file.

Mr. Andre also exhibited a Certificate of Mailing Notice of

Hearing to all affected property owners.

MR. HONCHELL: This project is quite similar to the one we
just discussed. Again, it is an underground electric feed to
the lighting system. In this case, three lights were installed -
one at the corner of Brenner and Mount Ridge; one mid-block; and
one at the intersection of County Road D and Mount Ridge. The
little red circle up at "D" indicates that that is an overhead
feed to that particular light. Therefore, there are no expenses
directly involved with that one. We would assume that light -
the cost is our normal policy. The other two, however, being
underground feeds, again have the monthly differential that the
City has to pick up between an overhead and an underground
