<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 10, 1981 <br /> <br />Pursuant to due call and notice thereof, a ,regular meeting <br /> <br /> <br />of the City Council of the City of Roseville, Minnesota, was duly <br /> <br />held in the City Hall in said City on Monday, August 10, 1981, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Franke, Kehr and Johnson; and the following was ab- <br /> <br />sent: Councilman Curley. <br /> <br />Also in attendance were James F. Andre, City Manager; <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of the <br /> <br />City Public Works Department; Robert Bell of Peterson, Bell and <br /> <br />Converse, City Attorneys; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultant. <br /> <br />Mr. Andre presented an affidavit showing publication of <br /> <br />Notice of Hearing on the proposed assessment for Improvement No. <br /> <br />SS-W-P-77-3C in the Roseville Sun on July 22, 1981, which affi- <br /> <br />davit was examined, found satisfactory, and ordered placed on <br /> <br />file. Mr. Andre also exhibited a Certificate of Mailing Notice <br /> <br />of Hearing to all affected property owners. <br /> <br />MR. HONCHELL: This project is actually a portion of the <br />previous one we just discussed. It's also part of project <br />77~3, in this case it's 3C. It's for the construction of con- <br />crete curb and gutter and bituminous pavement from just north <br />of Merrill, where the other roadway ultimately ended, to <br />Josephine, and then on Belair Circle. In addition to the curb <br />and gutter and paving, it included the construction of a water- <br />main along Belair Circle and the construction of sanitary sewer, <br />which is in the red, and watermain services, in the blue, to <br />all of the lots in the cul-de-sac. One of the points to under- <br />stand in this particular one is that the lots originally were <br />
