The wavy <br />line between Lot 3 and 4 and Lot 5 and 4 indicates where a lot <br />split occurred since this project was initially begun and when <br />the plat was made. That split the lot right in the middle, all <br />the way up to the far point. This resulted in Lot 3 being com- <br />bined with Lot 4, the east half of Lot 4, and with Lot 5 being <br />combined with the west half of Lot 4. In doing so, as we indi- <br />cated in the past project, the odd lot formula is brought into <br />bear because these were unusual sized lots on several different <br />lots in the subdivision, including these lots over on the other <br />side of Fernwood, to determine the assessable frontage. Simi- <br />larly, the corner lot process is brought to bear on the lots where <br />there is more than one improvement frontage possible. Perhaps <br />the remainder of any discussion could be at the time any ques- <br />tions are asked. <br /> <br />MR. POPOVICH: The total cost of this improvement is <br />$105,934.04. It's proposed to assess this 100%. The street <br />assessments would run at $64.88 per foot, the watermain assess- <br />ments at $14.43. For water services from the street to the <br />property line, $522.70, and the sanitary sewer services at <br />$679.07. This would be spread over the 15 years with the 8% <br />carrying charge, as I indicated before. <br /> <br />MAYOR DEMOS: Are there any communications on this one? <br /> <br />MR. ANDRE: We have one letter from John and Janet Silliman, <br />requesting the Council to review the formula basis for the odd <br />shaped lot in this situation and requesting that the formula be <br />changed so that the assessment is fair and equitable. <br /> <br />MAYOR DEMOS announced that the meeting was open for the <br />consideration of objections, if any, to said proposed assessment. <br />All persons present were given the opportunity to present oral <br />objections. <br /> <br />MR. JOHN SILLIMAN, 1244 Belair Circle: I would like to <br />introduce my wife Jan, who along with me is a co-owner of 1244 <br />Belair Circle, which is Lot 6 on the display. The reason I sent <br />you the letter is just to request that we be treated in a fair <br />and equitable manner. When we took out the building permit, we <br />received an assessment for an old sewer that has been in place <br />for quite some time. In requesting information about that, I <br />was amazed to find out that we are being assessed on the basis <br />of 140.9 front feet. I discussed at length with Mr. Strong and <br />Mr. Honchell the reason why assessments are made and how they're <br />made in the City of Roseville. What I found out is that if the <br />developer does not request that all lots be split on an even <br />basis, the lots are assessed by a front footage or the odd lot <br />formula Mr. Honchell has described. The thing that struck me <br />more than anything else was that the common denominator in <br />either formula is square footage of the lot. In this instance, <br />I don't think that we're being treated fairly because our lot is <br />16,150 square feet, but we're being assessed at 140.9 front feet. <br /> <br />2 <br />
