<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 12, 1981 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was duly <br /> <br />held in the City Hall in said City on Wednesday, August 12, 1981, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Franke and Kehri and the following were absent: <br /> <br />Councilmen Curley and Johnson. <br /> <br />Also in attendance were Steve North, Assistant City Manager; <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of the <br /> <br />City Public Works Department; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />Mr. North presented an affidavit showing publication of <br /> <br />Notice of Hearing on the proposed assessment for Improvement No. <br /> <br />SS-W-ST-P-78-16 in the Roseville Sun on July 29, 1981, which <br /> <br />affidavit was examined, found satisfactory, and ordered placed <br /> <br />on file. Mr. North also exhibited a Certificate of Mailing <br /> <br />Notice of Hearing to all affected property owners. <br /> <br />MR. HONCHELL: This project is an offshoot and a culmina- <br />tion of an improvement that Ramsey County and Hennepin County <br />actually began some five or six years ago for upgrading County <br />Road C. There are several facets of the project and, again, I <br />guess I'd like to try and walk through them one at a time and <br />then we'll answer questions after I'm done with all of them. <br />The areas shown in violet are those areas that are included in <br />the storm sewer assessment portion of this project. They go all <br />the way from Highway 35W on the east to the City boundary on the <br />west. The improvements are a little hard to see, but they're <br />the green line predominantly shown out in the street. Part of <br />the storm sewer improvement was done over in Hennepin County <br />
