<br />the county incurred. One facet that, when you get to the com- <br />munications you'll talk about, the railroad owns some property <br />that goes over to Cleveland Avenue. In the section map that we <br />use to provide acreage, Ramsey County's map did not indicate <br />that there was a street easement across this particular parcel <br />of railroad ownership. Upon (inaudible) we found that indeed <br />that easement is on record at Ramsey County, so when you <br />finally get to it, our recommendation would be similar to that <br />in the Reiling parcel we talked about over on Lexington Avenue. <br />Namely, you can levy it, defer it until such time it would not <br />be a street, it might be a hundred years from now, it might be <br />never - but we don't think it's appropriate, because it is <br />being used for public facilities, that they would have to pay <br />an assessment for that. <br /> <br />COUNCILMAN KEHR asked Mr. Honchell a question regarding <br />the assessment policy. <br /> <br />MR. HONCHELL: (Changed Tape) . . . this has had more <br />than one because of the long delay period the County had in <br />acquiring right-of-way. The last hearing we made reference to <br />the fact that as industrial parcels in an acreage situation, <br />typically our. policy would be followed. Our policy, as Mr. <br />Popovich read a few minutes ago, is to assess commercial <br />industrial parcels ':$1,990 an acre. I don't remember just what <br />they do come out to per acre this time, but various parcels <br />have credits applied to reduce them. In addition, we reduced <br />them further in a prorated manner - all the parcels involved - <br />because of the fact that we did not want to be charging them <br />more than we simply had to to cover our expenses from Ramsey <br />County. <br /> <br />MR. POPOVICH: The total cost of this project is <br />$197,467.20. Of this total amount, $40,546.85 will be paid by <br />City funds or City taxes, and $156,920.39 will be picked up by <br />the special assessments that Mr. Honchell has been referring. <br />to. Those assessments are broken down as follows: For street, <br />curb and gutter, the part that we have to pick up that Ramsey <br />County requires us to, it's $6.17 per foot; the watermain is <br />$8.50 per foot; water service of one inch size is $299.83 for <br />each service; if it's six and eight inch water service, it's <br />$2,164.43 each. The sanitary sewer portion is $8.20 per foot <br />and the storm sewer starts at $1,990 per acre. Credits are <br />allowed for that, as Mr. Honchell said. There is also credit <br />applied to the water assessment that I just mentioned, if <br />they've been assessed for water assessments before. This, too, <br />was included in the issue we sold last year. Therefore, we're <br />recommending that the carrying charge be 8.63%, 1% more than <br />what we received on our bonds. It is proposed that this be <br />spread over 15 years , with the right to prepay as well. <br /> <br />Two letters were received - one from Mr. Donald Sime, <br />2581 Cleveland, objecting to the assessment because the project <br />does not improve his property. The second letter was from the <br />Burlington Northern Railroad, which read as follows: <br /> <br />4 <br />
