<br />The gray area shown on the map is the area where paving <br />was done and curb and/or gutter was constructed. Once again, <br />there are no expenses involved in the actual paving. This is a <br />cost that Ramsey County is picking up and the City is only <br />involved in the curb and gutter portion of the expenses. There <br />is no attempt, again, to assess for the actual paving - only <br />the overall cost we are receiving from Ramsey County which again, <br />by our policy on non-R-l and R-2 zoned property, is to pass this <br />to the abutting property owners. I might add that this particu- <br />lar map you are looking at is from our County zoning map, so <br />when you see things like 1-2 and B-3 and I-I, these are the <br />actual zonings for the parcels involved. Every parcel adjacent <br />to the shaded area of gray, also every parcel shaded violet, is <br />either an industrial or a business zone. There are no residen- <br />tial zonings involved in this project. <br /> <br />Also involved in this project was a watermain. There used <br />to be a private watermain corning from St. Anthony to Williams <br />Brothers. That was actually paid for and built by Willtams <br />Brothers. We desired to make a supply of water to the entire <br />western portion and to extend our services to it, so back at the <br />time of the impr~vement we entered into an aqreement with <br />Williams Brothers whereby we would take over their existing <br />line and, in lieu of paying them cash, they would not be assessed <br />for the watermain. It didn't have anything to do with storm <br />sewers or curb and gutters, strictly watermain. Therefore, when <br />the watermain was constructed all the.way to the west City <br />limits, they were included in so-called assessable frontage, <br />so these people at the extreme west end weren't paying a dis- <br />proportionate share. Williams Brothers' portion of the cost was <br />merely applied to the original agreement we signed with them. <br />Therefore they don't appear in this assessment. The remainder <br />of the property from Williams Brothers' western boundary to the <br />City limits has a watermain assessment. They have never been <br />assessed for water in the past. In addition, there were ~ater <br />services built to the various parcels. They are also included <br />in the assessment. <br /> <br />Finally in this project there were some extensions of <br />sanitary sewer facilities to the northern lots, again near the <br />western City limits. A sanitary sewer did exist on the south <br />side, but there were no methods for the parcels on the north <br />side to utilize it, so that sewer system was extended over to <br />supply each of these parcels with sanitary sewer facilities. <br /> <br />This is a very old project, as I said originally. It <br />started many years ago. At one time we were hopeful that the <br />City of Roseville would not have to pick up any of the storm <br />sewer costs. We were hopeful that the State would give us <br />credit for some of the other storm sewer facilities that we <br />had paid for in the past and had not charged the State for. <br />This is a county state aid road. For quite some time through <br />the negotiations it appeared this was promising. Ultimately <br />they said no, they would not give us any credit for all of the <br />other improvements we had built in years gone past and, there- <br />fore, that's why we were getting a portion of these costs that <br /> <br />3 <br />
