<br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />Held: August 12, 1981 <br /> <br />Pursuant to due call and notice thereof, a special meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was duly <br /> <br />held in the City Hall in said City on Wednesday, August 12, 1981, <br /> <br />at 7:30 o'clock p.m. <br /> <br />The following members were present: Mayor Demos and <br /> <br />Councilmen Franke and Kehr; and the following were absent: <br /> <br />Councilmen Curley and Johnson. <br /> <br />Also in attendance were Steve North, Assistant City Manager; <br /> <br />Charles Honchell, City Public Works Director; Doug Strong of the <br /> <br />City Public Works Department; and Peter S. Popovich of Peterson, <br /> <br />Popovich, Knutson & Flynn, City Bond Consultants. <br /> <br />Mr. North presented an affidavit showing publication of <br /> <br />Notice of Hearing on the proposed assessment for Improvement No. <br /> <br />ST-P-79-l2 in the Roseville Sun on July 29, 1981, which affidavit <br /> <br />was examined, found satisfactory, and ordered placed on file. <br /> <br />Mr. North also exhibited a Certificate of Mailing Notice of <br /> <br />Hearing to all affected property owners. <br /> <br />MR. HONCHELL: Perhaps I'll take what's involved one at a <br />time and start with the storm drainage portion of the improve- <br />ment. All those parcels inside the shaded area on the map are <br />included in the storm sewer assessment. This means they have <br />water that drained to portions of the improvement and, there- <br />fore, were contributing to the problem and are expected to con- <br />tribute financially to the solution. The improvement was <br />actually let in two phases. One phase was when the County was <br />improving Lexington Avenue. They built those portions of storm <br />sewers and catch basins shown in blue. The second phase was a <br />second contract let as part of this same project, which built <br />
