<br />storm sewers along County Road C-2 and up the piece of right-of- <br />way of Judith. Judith doesn't exist on the ground as a driveable <br />piece of property, but the right-of-way is there, and the <br />associated collection facilities that occurred with that. One <br />of the things I would like to point out to the Council is that <br />there is a strip of easement for street purposes across the <br />vacant property between County Road C-2 and just north of Wood- <br />hill Drive. It would be recommended that this be included in <br />the assessment but be deferred until such time as that property <br />would be used for something other than road right-of-way. t1.hat <br />that means is that should this property ever be vacated, or <br />actually the easement released, then whoever gets that property <br />would also be expected to pick up the assessments. But at this <br />time there would be no cost to them. It's actually anticipated <br />there would never be any cost to them because it is anticipated <br />to stay as a piece of road right-of-way. <br /> <br />The paving portion of the project is from Lexington Avenue <br />to Oxford on County Road C-2. It was built at 36 feet wide, is <br />an M.S.A. road with concrete curb and gutter and asphalt paving. <br />In accordance with our M.S.A. policy, all of the parcels on the <br />south side of the road are not being assessed because they are <br />existing R-l and R-2 taxable property. The property on the <br />north side of the road, however, is owned by Ramsey County and <br />does not pay taxes. Therefore, it is recommended, in accordance <br />with the policy, that they would be assessed for their propor- <br />tionate share of the cost. We recommend that that would probably <br />be spread over the same 15 year period that's typical and if <br />they wouldn't pay it off, that would be their option. I guess <br />I'd prefer, at this point, to answer any questions that there <br />may be. <br /> <br />MR. POPOVICH: The total cost of this improvement is <br />$209,199.29. Of this amount, $77,294.38 will be picked up by <br />M.S.A. funds or general taxes and $131,904.91 will be assessed. <br />The street, curb and gutter comes out to $63.09 per foot, which <br />will be assessed as Mr. Honchell has just said. . The storm <br />sewer part will be assessed according to the City policy of <br />$295.00' per residential buildable lot, $590.00 for nonbuildable, <br />$995.00 per acre for buildable residential and $1,990 per acre <br />for shopping center or commercial property, as such. The <br />assessment period is recommended to be 15 years, with the right <br />to prepay. This was included in the last bond issue, as well, <br />which carried the 7.63% rate, so we're recommending that the <br />interest charge on the assessments be at 8.63, or 1% over, as <br />the statute provides. <br /> <br />There were no written communications. <br /> <br />Mayor Demos announced that the meeting was open for the <br />consideration of objections, if any, to said proposed assessment. <br />All persons present were given the opportunity to present oral <br />objections. <br /> <br />No one appeared to be heard. <br /> <br />2 <br />
