<br />Kehr moved, Johnson seconded, that Resolution 8063,
<br />transferring funds from the Contingency Account
<br />to the General and Recreation Funds for 1986 salaries,
<br />pensions, legal notices, conferences, training, and
<br />legal services in the amount of $87,545 and appro-
<br />priating additional Economic Development fund balance
<br />for the Target Areas' Study in the amount of
<br />$42,086.42 be adopted. Roll Call, Ayes: Matson,
<br />Johnson, Cushman, Kehr, and Wiski. Nays: None.

<br />Johnson moved, Cushman seconded, that authorization
<br />to participate in the St. Paul East Metro Economic
<br />Development Council and to provide $2,500 in finan-
<br />cial support from the Economic Development Fund be
<br />approved. Roll Call, Ayes: Johnson and Cushman.
<br />Nays: Matson, Kehr, and Wiski. Motion failed.

<br />Johnson moved, Kehr seconded, that the signing of
<br />an Acknowledgement and Consent document relating to
<br />Advance Circuits, Inc. and First National Bank of
<br />St. Paul IDB Loan Agreement be approved. Roll Call,
<br />Ayes: Matson, Johnson, Cushman, Kehr, and Wiski.

<br />Kehr moved, Cushman seconded, that renewal of the
<br />On-Sale wine license for 1987 for the Mack Hotel
<br />at 1831 West County Road C be voided. Roll Call,
<br />Ayes: Matson, Johnson, Cushman, Kehr, and Wiski.
<br />Nays: None.

<br />Matson moved, Kehr seconded, that the St. Paul
<br />Winter Carnival request for permission to use
<br />McCarron's Lake for a Slow Pitch Softball Tournament
<br />January 31 and February 1, 1987, be approved with
<br />the following conditions:
<br />
<br />1. That adequate security be provided by the
<br />Winter Carnival.
<br />
<br />2. That an adequate number of satellites be provided
<br />in the park.
<br />
<br />3. That no alcohol be permitted in the park or on
<br />the lake.
<br />
<br />4. That if food is served on the site, A Roseville
<br />temporary food permit is required.
<br />
<br />5. That a confirmation letter be required from the
<br />Ramsey County Recreation Director indicating
<br />that adequate insurance coverage is provided by
<br />the applicant and that parking lots in the park
<br />will be plowed.
