Roseville City Council Minutes May 11, 1987 ~-10 Matson moved, Kehr seconded, that the proposed Langton Lake Master Plan is determined to be compatible with the City of Roseville Comprehensive Land Use Plan. Roll Call, Ayes: Matson, Cushman, Johnson, Kehr, and Wiski. Nays: None. Matson moved, Kehr seconded, that the Langton Lake Master Plan be adopted with the following conditions: 1. That access to the active field games recreation area be oriented to Cleveland Avenue with an interim access pursued through the former Roberts property, and main parking provided to the west. 2. That programmed recreation be limited to non- adult activities until such Cleveland access is established. 3. That Arthur Street serve as access to a trail- head parking area. The parking area should be moved north as much as possible, and coordinated with Presbyterian Homes to explore possible joint use or land exchange. 4. That trails and pathways which respect the terrain and vegetation and interfere the least with the natural ecology connect to the parking areas. 5. That continuous public lands around the lake will be acquired over time as the properties and funding become available. 6. That County Road C-2 will be discontinued or relocated, subject to further area planning studies. 7. That a resource management plan should be prepared. 8. That both access roads to Cleveland Avenue be considered part of the park for landscaping, entrance treatment, and trail development, encompassing the existing drainage ponds as features. 9. That activities will be noted on the plan, and evaluated as part of the implementation process so that improvements are of a size and location which is consistent with preservation and enhancement of the natural amenities.
