<br />Regular meeting of the City Council - November 23, 1987. 7:30 P.M.

<br />The City Council met on the above date with the following ROLL CALL
<br />members present: Kehr, Johnson, Matson, Cushman, and Wiski.
<br />Members absent: None.
<br />
<br />cushman moved, Johnson seconded, that the minutes of the MINUTES
<br />regular meeting of November 9, 1987 be approved. Roll Call,
<br />Ayes: Kehr, Johnson, Matson, Cushman, and Wlski. Nays: None.

<br />Johnson moved, Matson seconded, that Ordinance 1023,
<br />amending the City Code of the City of Roseville by
<br />defining "dry cleaning service facility" and allowing
<br />on-site dry cleaning by modern dry cleaning plants in
<br />all business zones except B-1 and B-6, be adopted.
<br />Roll Call, l-_yes: Kehr, Johnson, t1atson, Cushman, and
<br />Wiski. Nays: None.

<br />Matson moved, Cushman seconded, that the regular
<br />December Council meetings of the 14th and 28th be
<br />rescheduled to December 21, and canceling the December
<br />21 regular work session. Roll Call, Ayes: Kehr,
<br />Johnson, Matson, Cushman, and Wiski. Nays: None.
<br />
<br />No action was taken, at this time, to establish a
<br />team building session with Council and staff, or to
<br />retain Government Training Services to provide a
<br />facilitator.
<br />
<br />Johnson moved, Matson seconded, that James Hannegan
<br />be appointed to serve a third term on the Police civil
<br />Service Commission beginning January 1, 1988, and
<br />ending December 31, 1990. Roll Call, Ayes: Kehr,
<br />Johnson, Matson, Cushman, and Wiski. Nays: None.

<br />Kehr moved, Cushman seconded, that Walter F. Bauer's
<br />request for shoreline building permit at 433 South
<br />Owasso be approved. Roll Call, Ayes: Kehr, Johnson,
<br />Matson, Cushman, and Wiski. Nays: None.

<br />fvla tson moved, Cushman seconded, that Highland Tree
<br />Service's application for a tree service license be
<br />denied, based on a report from the Chief Code Enforce-
<br />ment Officer dated November 20, 1987. Roll Call,
<br />Ayes: Kehr, Johnson, f1atson, Cushman, and Wi ski.
<br />Nays: None.
<br />
<br />Johnson moved, Cushman seconded, that authorization
<br />to enter into a Joint Powers Agreement with the
<br />St. Paul Port Authority relating to financing for the
<br />Metropolitan Recovery Corporation be approved. The
<br />Agreement shall hold the City harmless financially and
<br />legally. Roll Call, Ayes: Kehr, Johnson, Ma'tson,
<br />Cushman, and Wiski. Nays: None.
