The firm has been uncooperative with city staff and has <br />refused to respond to the most recent contacts by the city to <br />resolve problems. <br /> <br />5. The firm has been denied a contractor's license in the past by <br />the city of st. Paul, and the city of Minneapolis has had many <br />complaints. Attached is a list of complaints from st. Paul <br />and Minneapolis. However, the firm is currently licensed by <br />both Minneapolis and st. Paul. <br /> <br />6. The firm was denied a contractor's license this year by the <br />City of Falcon Heights, and the city has continued to receive <br />complaints. A citation was issued and Mr. Babacan was fined <br />in 1987 for continuing to work without a license. <br /> <br />7. Contact with other communities indicates that similar problems <br />such as poor performance and physical intimidation are <br />continuing to exist. Joe Caechedi, st. Paul Inspector, <br />indicated Mr. Babacan was issued 13 citations after his <br />license was revoked. The license was revoked due to abusive <br />behavior and threatening people. Walt Jones, tree contractor, <br />was physically threatened by Mr. Babacan in May, 1987. Mr. <br />Babacan damaged property in st. Paul on February 24, 1987. <br />The city of Minneapolis also has a list of complaints against <br />Highland Park Tree Service. <br /> <br />8. The Better Business Bureau has an unsatisfactory listing for <br />this company. <br /> <br />In summary, the contractor has acted in an unsatisfactory and an <br />unprofessional manner and has not demonstrated acceptable performance. <br />
