<br />To: James Andre, City Manager <br /> <br />--7 <br />From: Gordon Beseth, Chief Code Enforcement Officer ~~~ <br /> <br />Re: License request from Highland Park Tree Service <br /> <br />Date: November 20, 1987 <br /> <br />Mr. Huseyin Babacan has approached the City of Roseville again with a <br />request to be licensed as a tree contractor. This license request was <br />denied by the city council on July 27, 1987. This action was taken <br />because of past unacceptable performance due to citizen complaints, <br />unsatisfactory performance, and an unprofessional manner. <br /> <br />Highland Park Tree Service first began work in the city as the result of <br />approval of their license during the Christmas season of 1986. At that <br />time, the staff expressed reservations about this firm receiving a <br />contractor's license, but it was concluded that the contractor would be <br />provided an opportunity to demonstrate his capabilities rather than <br />denying the license at that time. Unfortunately, problems have occurred <br />in conjunction with this contractor. As a result, the staff would <br />recommend that a contractor's license not be issued. <br /> <br />The following is a list of reasons to form the rationale for the <br />decision: <br /> <br />1. The Highland Park Tree Service Company also operated without a <br />contractor's license in 1985 and performed unsatisfactory work <br />as per a complaint by Mrs. McKee of 1671 Stanbridge. Mrs. <br />McKee has recently revealed unsatisfactory performance and <br />direct intimidation by Mr. Huseyin Babacan and court action is <br />pending. <br /> <br />2. The city has received two formal written complaints from 731 <br />Roselawn and 1185 Brooks. In addition, several other inquiries <br />from unhappy property owners were received. <br /> <br />3. The contractor did not respond to renewal notices at the <br />beginning of the year and has operated since January 1987, <br />without a license in violation of the city regulations. <br />Roseville issued a citation for working without a contractor's <br />license on October 26, 1987, and court action is being taken. <br />Mr. Babacan applied for a contractor's license in July, 1987, <br />after a citizen complaint was received and was denied a license <br />on July 27, 1987. He continued to operate even without a <br />license. <br />
