<br /> <br />DATE: November 2. 1988 <br /> <br />FROM: Vern Johnson <br />Councilman <br /> <br />TO: Roseville City Council and Citizens <br /> <br />RE: Effective City Management <br /> <br />We are now confronted with an initiative to terminate the <br />City Manager. Mr. Jim Andre, after 15 years of effective <br />management of the City of Roseville. The so-called "charges" <br />are focused in two areas. one a failure of communications and <br />the other a lack of confidence. <br /> <br />I want to go on record to express my strenuous <br />objections, and to publicly state that I have never experienced <br />any difficulty communicating with Mr. Andre. Furthermore. he <br />has my utmost confidence and respect as an effective City <br />Manager. I also believe that to the extent some members of the <br />Council support those charges. they are motivated by <br />self-interest and personal malice. without regard to the <br />consequences that may flow either to the City. or to Mr. Andre <br />personally. None of us would have done the job the same way. <br />and it's easy to sit back now and take pot shots at a few <br />matters and decisions with which we disagree. <br /> <br />However. the ultimate question is how well the manager <br />did in preserving and protecting the assets we. as residents. <br />entrusted to him. The results achieved are indeed outstanding. <br />Please note the following: <br /> <br />1. There has been established a financial planning and <br />policy system which strengthened the ability of the <br />City to provide needed services and facilities to its <br />citizens. The result has been an upgrading in the <br />City's credit rating. increased fund reserves. near <br />completion of the City's capital needs (parks. fire <br />stations. City Hall. sewer. water. etc.) and stable <br />mill rates to finance the operational and capital <br />expenses from one year to the next. <br />
