<br />Roseville City council and Citizens <br />November 2. 1988 <br />Page 2 <br /> <br />2. The City of Roseville has the second highest credit <br />rating - Aal - as issued by the national rating <br />agencies. Only two other Minnesota cities have <br />higher ratings of Aaa. and those are Minneapolis and <br />Rochester. Our present rating means tremendous <br />savings to the citizens of Roseville in interest <br />costs for financing pUblic improvements; and in fact. <br />evidence is clear that Roseville has until the recent <br />past. been on the verge of achieving the ultimate Aaa <br />rating of those other two cities. <br /> <br />3. Enormous dollars have been saved by the development <br />of effective pOlicies and management practices. For <br />example: <br /> <br />a. Roseville established a self-insured workmen's <br />compensation program in 1980. Since its <br />inception. it has saved the City approximately $2 <br />million in insurance premiums. <br /> <br />b. Roseville has changed from a computer service <br />bureau to an inside micro computer system at an <br />annual savings of $50.000 per year. <br /> <br />c. User fees have been increasingly charged to <br />support certain services. In 1976 for every <br />dollar raised in taxes there was $.3l raised in <br />user fees and charges. In 1985 for every dollar <br />raised in taxes. there was $.70 raised in user <br />fees and charges. All of the Community <br />Development Department expenses. for example. are <br />covered entirely by non-property tax revenues. <br /> <br />4. The City enjoys a fire insurance rating of #4. based <br />upon facilities. equipment. training. water supply. <br />etc. The lower the insurance rating the lower the <br />insurance premium for property owners. Only one <br />other City has a better rating. a #3. and that City <br />is Bloomington; and our Fire Chief has indicated <br />recently that the quality and quantity of equipment <br />in use. the results achieved to date in effectively <br />responding to fire situations. and the effectiveness <br />of the present program. have us on the verge of <br />aChieving that prestigious #3 rating as well. <br /> <br />5. Economic comparisons with other metro cities between <br />25.000 and 80.000 population reflect superior' City <br />management. For example: <br />
