Andre, Roseville City Manager. <br /> <br />Shortly after my talcing office as a member of the Roseville <br />City Council (January, 1974), the city manager, Burke <br />Raymond, resigned. The first major task of that council was <br />to search for, select and hire a new city manager. <br /> <br />The mayor at that time, A. Gale Linebarger, contacted <br />Richard Turnlund, former city manager, to determine if he <br />would return to Rosevi1le. Mr. Turnlund declined but <br />encouraged the mayor to contact James F. Anore and invite <br />him to apply. Under Mr. Turnlund, Andre had been a finance <br />officer and later Assistant Administrator. Linebarger, with <br />the full agreement of the council, contacted Andre. <br /> <br />JAMES F. ANDRE WAS INVITED TO BECOME AN APPLICANT FOR THE <br />POSITION OF ROSEVILLE CITY MANAGER. <br /> <br />The position was also advertised in statewide professional <br />publications and the national ICMA publication. <br />Approximately 100 applications were received. Several <br />finalists were intervie'Jed, either by council-telephone- <br />conference calls and/or personal interviews. James F. Andre, <br />the Rochester City Administrator, was the number one <br />applicant, was offered the position and he accepted. <br /> <br />COMMUNICATION: After becoming Roseville Mayor (1976), I <br />worked with Jim Andre on a daily basis. We had no problems <br />in the area of communication. A simple "Vlhat's ne1"?" from <br />me began our conversations. On the Mondays on which there <br />was a council meeting, I sat down with Jim to go over the <br />agenda, item by item. <br /> <br />Jim and I had our disagreements; but we always managed to <br />work through these disagreements. This took effort on both <br />our parts. I can only conclude that if there are those who <br />have difficulty communicating with Jim, THE PROBLEM LIES <br />WITH THE COMPLAINER, NOT WITH JAMES ANDRE. <br />
