<br />Roseville City Council and Citizens <br />November 2. 1988 <br />Page 4 <br /> <br />1988; but he has now left the City. and advised <br />that his leaving was - in part - motivated by the <br />unrest caused by the new Mayor after the 1987 <br />election. <br /> <br />c. The City's financial reporting system has met the <br />high standards of the Government Finance Officers <br />Association of the United States and Canada. <br />Thus. for the past eiqht years the City has been <br />awarded the Certificate of Achievement for <br />Excellence in Financial Reporting by this <br />Association. <br /> <br />9. With all of this. the City provides a high level of <br />services. through prudent management and incredible <br />efficiency. In a 1987 citizen survey commissioned by <br />the City. 83% of the citizens said they were well <br />served or very well served by the City Manager form <br />of government. High marks. indeed. <br /> <br />These accomplishments are highly impressive; and in fact. <br />it has been a distinct pleasure to serve on this City Council <br />under the able direction of Mayor's June Demos and Donn Wiski. <br />working closely with City Manager. Jim Andre. That is. it was a <br />pleasure. until the beginning of this year. <br /> <br />Finally. I want to comment on the communications <br />"charge". which I consider to be a fraud. particularly as <br />related to Mayor Rog. Mayors Demos and Wiski met regularly with <br />Mr. Andre. in order to go over meeting agendas and to stay <br />abreast of developments. However. Mayor Rog refuses to meet <br />with Mr. Andre. in spite of Mr. Andre's efforts to provide <br />opportunities for that to happen; and now - even though he is <br />the unwilling party - Mr. Rog accuses Mr. Andre of a <br />communications problem. What we have is a self-fulfilling <br />prophecy! The Mayor has made sure there is no communication. <br />and low laments that he must dismiss the City Manager because of <br />that fact. <br /> <br />I urge the City council to reconsider and reverse its <br />ill-considered action on September 26. 1988. and to reinstate <br />Mr. Andre to his post as City Manager of Roseville. <br /> <br />VAJ:smb <br /> <br />u~ <br /> <br />~ <br />
