The City's financial reporting system has met the high standards of the Government Finance Officers Association of the United States and Canada. Thus. for the past eiqht years the City has been awarded the Certificate of Achievement for Excellence in Financial Reporting by this Association. 9. With all of this. the City provides a high level of services. through prudent management and incredible efficiency. In a 1987 citizen survey commissioned by the City. 83% of the citizens said they were well served or very well served by the City Manager form of government. High marks. indeed. These accomplishments are highly impressive; and in fact. it has been a distinct pleasure to serve on this City Council under the able direction of Mayor's June Demos and Donn Wiski. working closely with City Manager. Jim Andre. That is. it was a pleasure. until the beginning of this year. Finally. I want to comment on the communications "charge". which I consider to be a fraud. particularly as related to Mayor Rog. Mayors Demos and Wiski met regularly with Mr. Andre. in order to go over meeting agendas and to stay abreast of developments. However. Mayor Rog refuses to meet with Mr. Andre. in spite of Mr. Andre's efforts to provide opportunities for that to happen; and now - even though he is the unwilling party - Mr. Rog accuses Mr. Andre of a communications problem. What we have is a self-fulfilling prophecy! The Mayor has made sure there is no communication. and low laments that he must dismiss the City Manager because of that fact. I urge the City council to reconsider and reverse its ill-considered action on September 26. 1988. and to reinstate Mr. Andre to his post as City Manager of Roseville. VAJ:smb u~ ~
