<br />REPORTS AND RECOKKENDATIONS
<br />Cushman moved, Maschka seconded, that Resolution 8561B,
<br />recommending to the appropriate governing authority
<br />that the Lake Owasso Safe Boating Association request
<br />for water ski course and water ski jump on Lake Owasso
<br />be approved for 1990, be adopted. Roll Call, Ayes:
<br />Cushman, Maschka, Thomas, Johnson, and Rog. Nays: None.

<br />Johnson moved, Maschka seconded, that transfer of
<br />$23,754.00 from the Golf Course Reserve Fund to the
<br />1990 Golf Course Budget be approved for the purpose of
<br />parking lot improvements at the Roseville Cedarholm
<br />Golf Course. Roll Call, Ayes: Cushman, Maschka,
<br />Thomas, Johnson, and Rog. Nays: None.

<br />Johnson moved, Maschka seconded, that Resolution 8562,
<br />opposing a Tax Increment Financing Bill entitled House
<br />File 2209, be adopted. Roll Call, Ayes: Cushman,
<br />Maschka, Thomas, Johnson, and Rog. Nays: None.

<br />Johnson moved, Maschka seconded, that a request to
<br />authorize staff to enter into a contract with Barton
<br />Aschmann Associates for an additional traffic study in
<br />the Twin Lakes area, as required by the Metropolitan
<br />Council, be withdrawn from the agenda. Roll Call, Ayes:
<br />Cushman, Maschka, Thomas, Johnson, and Rog. Nays:
<br />None.

<br />Maschka moved, Johnson seconded, that a contaminated
<br />soil disposal permitting process be approved, and the
<br />City Attorney be instructed to prepare necessary code
<br />and ordinance changes to implement the permitting pro-
<br />cedure. Roll Call, Ayes: Cushman, Maschka, Thomas,
<br />Johnson, and Rog. Nays: None.

<br />Johnson moved, Maschka seconded, that Resolution 8563,
<br />imposing parking restrictions on the east side of
<br />Western Avenue from County Road B to North McCarrons
<br />Boulevard, be adopted. Roll Call, Ayes: Cushman,
<br />Maschka, Thomas, Johnson, and Rog. Nays: None.

<br />Thomas moved, Cushman seconded, that Geotechnical
<br />Engineering Corporation; BRW, Inc.; and TKDA, Inc. be
<br />approved as consulting Engineers for the city of Rose-
<br />ville for the next three years, and authorizing staff
<br />to negotiate contracts with these firms. Roll Call,
<br />Ayes: Cushman, Maschka, Thomas, Johnson, and Rog.
<br />Nays: None.

<br />Thomas moved, Maschka seconded, that Resolution
<br />supporting the flat rate property tax system on
