Roseville City Council Minutes September 10, 1990 Page 4 Maschka moved, Thomas seconded that the motion as amended be amended to include a condition requiring a right turn only at the proposed exit from the develop- ment onto Minnesota. Roll Call, Ayes: Maschka and Thomas. Nays: Johnson, Cushman, and Rog. (Amendment defeated.) The motion as amended reads as follows: That Dominium Group's request for a Special Use Permit at 2231 Rice street be approved with the following conditions: 1. The the project be developed according to plans presented by the Planning Commission on June 6, 1990. 2. That the staff approve the final landscape plan that gives special attention to saving valuable existing trees on the site and which should be subject to neighborhood review. 3. That the staff approve final grading, drainage, erosion control, utility and lighting plans. 4. That color renderings and full exterior details be presented to the City Council. 5. That the applicant make a cash contribution to the City's non-motorized pathway fund for an amount to be set by the Staff according to City policy. 6. That there be no access from the project to Marion street. 1. That the building design will be lowered approximately two feet SUbject to final staff approval. 8. That the landscaping will be enhanced on the north and west side to reduce the visual impact on the adjacent homes. This new landscape plan should be developed in collaboration with adjacent" neighbors and approved by City staff. 9. That a more decorative shingle be installed in place of asphalt shingles and approved by city Staff. 10. That the applicant shall remove the house on Minnesota Avenue during the construction on the apartment building and provide landscaping or fence screening in collaboration with the adjacent neighbors and City Staff.
