<br />HEARINGS
<br />P. Johnson moved, Mastel seconded, that a public
<br />hearing and resolution approving the establishment of
<br />Hazardous Substance Subdistrict No. 11A within Tax
<br />Increment District 11 and approval of Tax Increment
<br />Financing District 11 and Hazardous Substance Sub-
<br />district 11A Finance Plan be continued to the regular
<br />City Council meeting of Monday, September 12, 1994.
<br />Roll Call, Ayes: Wiski, Mastel, P. Johnson, Goedeke,
<br />and V. Johnson. Nays: None.

<br />ORDINANCES AND RESOLUTIONS
<br />wiski moved, Goedeke seconded, that an ordinance
<br />changing the name of the public street Emerald Drive
<br />to Emerald Ridge be tabled indefinitely, and brought
<br />before Council again only if requested by the
<br />residents of Emerald Drive in Roseville. Roll Call,
<br />Ayes: Wiski, Mastel, P. Johnson, Goedeke, and V.
<br />Johnson. Nays: None.

<br />Wiski moved, Goedeke seconded, that an ordinance
<br />placing a six month moratorium on the issuance of
<br />building permits for accessory buildings in residen-
<br />tial properties be denied, and staff be directed to
<br />review regulations from other cities relating to
<br />accessory structures, and prepare a report with
<br />suggestions for improvement to the Roseville City Code
<br />by the regular City Council meeting of Monday, October
<br />10, 1994. Roll Call, Ayes: Wiski, Mastel, P. Johnson,
<br />Goedeke, and V. Johnson. Nays: None.

<br />REPORTS AND RECOMMENDATIONS (Continued)
<br />P. Johnson moved, wiski seconded, that a grading/fill
<br />permit at Lake Owasso School to facilitate the
<br />construction of two Little League Ball Fields be
<br />approved. Roll Call, Ayes: Wiski, Mastel, P. Johnson,
<br />Goedeke, and V. Johnson. Nays: None.

<br />Wiski moved, Mastel seconded, that construction of two
<br />youth baseball fields, to relocate the youth baseball
<br />field at Bruce Russell Park, and their associated
<br />amenities as per developed plans, in an amount not to
<br />exceed $80,675 be approved, and staff be directed to
<br />pursue a parking solution. The expenditure is to be
<br />charged to funds received from Roseville Lutheran
<br />Church in the amount of $77,000, and $3,675 from the
<br />1995 Park Improvement Plan (PIP). Roll Call, Ayes:
<br />Wiski, Mastel, P. Johnson, Goedeke, and V. Johnson.
