Johnson, and Goedeke. Members <br />absent: wiski and V. Johnson. <br /> <br />A. APPROVAL OF MINUTES <br />A-I P. Johnson moved, Mastel seconded, that the minutes of MINUTES <br />the regular meeting of February 27, 1995, be approved. <br />Roll Call, Ayes: Mastel, P. Johnson, and Goedeke. <br />Nays: None. <br /> <br />B. CONSENT AGENDA <br />Mastel moved, P. Johnson seconded, that the Consent CONSENT <br />Agenda, Items B-1 through B-3 be approved. Johnson seconded, that Resolution <br />9161, rescheduling the hearing date from March 27 to <br />April 24, 1995, on the proposed establishment of Tax <br />Increment Financing District 15 within Development <br />District No. 1 and the proposed adoption of a Tax <br />Increment Financing Plan relating thereto, be adopted. <br />Roll Call, Ayes: Mastel, P. Johnson, and Goedeke. <br />Nays: None. <br /> <br />Mastel moved, P. Johnson seconded, that the building <br />permit options request with Cellular One, providing <br />for City access to their communications tower located <br />at 2280 Hamline Avenue, and authorizing the Mayor and <br />City Manager to sign the option contracts be withdrawn <br />at staff request. Roll Call, Ayes: Mastel, P. Johnson, <br />and Goedeke. Nays: None. <br /> <br />Mastel moved, P. Johnson, and Goedeke. <br />Nays: None. <br /> <br />COMMUNICATIONS, RECOGNITIONS, AND PUBLIC COMMENTS <br />Joyce Blomquist, representing the League of Women <br />Voters, presented a statement to the Council regarding <br />the League's concern of early morning work sessions <br />and starting times of regular city Council work <br />sessions and meetings.
