<br />Roseville City Council Minutes <br />July 22, 1996 <br /> <br />Page 6 <br /> <br />H-6 <br /> <br />Wi ski moved, Maschka seconded, that Bruce Kath's request for amendment to <br />the Comprehensive Plan Map at 1912 Lexington Avenue be denied because it is <br />not consistent with Comprehensive Plan objectives. Roll Call, Ayes: Maschka, <br />Goedeke, Wiski, and Wall. Nays: Mastel. <br /> <br />BRUCE <br />KATH <br /> <br />Goedeke moved, Wiski seconded, that Bruce Kath's request for rezoning from <br />B-1, B-2, and B-3 to a Concept Planned Unit Development (PUD) and B-1 be <br />denied as not being consistent with the total Comprehensive Plan. Roll Call, <br />Ayes: Maschka, Goedeke, Wiski, and Wall. Nays: Mastel. <br /> <br />Wi ski moved, Goedeke seconded, that Bruce Kath's request for Conditional Use <br />Permit for a motor fuel station and car wash at 1912 Lexington Avenue be <br />denied based on the following findings: <br /> <br />1. It is incompatible with the Comprehensive Plan, <br /> <br />2. There is impact from increased traffic and congestion in the <br />neighborhood, <br /> <br />3. The internal site traffic circulation is inadequate, <br /> <br />4. The relationship of land uses to the contiguous properties is not well <br />defined, <br /> <br />5. There is potential negative impact on property values in the area, and <br /> <br />6. Pedestrian safety declines with respect to the increase in turning <br />movements on the site and at the intersections. <br /> <br />Roll Call, Ayes: Maschka, Goedeke, Wiski, and Wall. Nays: Mastel. <br /> <br />Wi ski moved, Goedeke seconded, that Bruce Kath's request for preliminary and <br />final plat be denied. Roll Call, Ayes: Maschka, Goedeke, Wiski, and Wall. <br />Nays: Mastel. <br /> <br />H-7 Mastel moved, Maschka seconded, that Resolution 9314, approving Starbuck's/ RESOLUTION <br />Fairdale Investors request for a Conditional Use Permit for a coffee kiosk at 2305 9314 <br />Fairview Avenue with the following conditions, be adopted: <br /> <br />1. That the parking aisle on the southeast side of the building be <br />restructured for angled parking, and be one-way with a minimum <br />width of 16 feet, and that the signage be provided to indicate that <br />the drive aisle is one-way only. <br />
