<br />Roseville City Council Minutes <br />August 26, 1996 <br /> <br />2. A street assessment for County Road C-2, in the amount of$17,536.95 <br />will be payable if the plat is approved. The owner has the option of <br />requesting the City Council to consider assessing this amount over 15 <br />years. This assessment is due to change from R-l to Tax Exempt R-1. <br /> <br />3. Prior to other uses of the existing 5 foot walkway easement running from <br />County Road C-2 to Centennial Drive, the existing easements must be <br />vacated. There are also existing drainage and utility easements on the <br />site. <br /> <br />4. There must be adequate screening along the north portion ofthe property <br />between the parking lot and the existing homes. The screen must be <br />5 feet minimum in height and 80 percent opaque within three years. In <br />addition, landscaping along the west property line where the property <br />abuts the existing homes must also meet the same requirements. <br /> <br />5. Any site signage must be monuments that meet all setback requirements. <br /> <br />6. The church must remove all off site and off street directional signage or <br />monuments. <br /> <br />7. Pedestrian access from County Road C-2 to Centennial on the west side <br />must be provided by the applicant. <br /> <br />8. The City staff must prepare a study of the need for no parking signage <br />along the south side of County Road C-2 and on Centennial (to reduce <br />conflicts with right turn movements). <br /> <br />9. The building must meet City Code commercial design standards. <br /> <br />10. The HV AC must be moved away from residential areas, to the south <br />side of the building. <br /> <br />11. The applicant must submit noise standards for proposed HV AC and <br />verify that such HV AC meets the Roseville Noise Ordinance. <br /> <br />Roll Call, Ayes: Mastel, Maschka, Goedeke, and Wall. Nays: None. <br /> <br />Mastel moved, Maschka seconded, that Resolution 9322C, approving Dennis <br />Batty/Roseville Covenant Church request for a 16.5 foot variance to the building <br />height requirements in the R-l Zoning District, as stated in Section 1004.02D3 <br />of the City Code, at 2865 Hamline A venue, be adopted.
