<br />Goedeke moved, Maschka seconded, that Resolution 9362, submitting the
<br />property tax levy on real estate to the Ramsey County Auditor for Fiscal Year
<br />1997, be adopted. Roll Call, Ayes: Wiski, Goedeke, Mastel, Maschka, and Wall.
<br />Nays: None.

<br />Goedeke moved, Wiski seconded, that Resolution 9363, directing the County
<br />Auditor to adjust the 1997 tax levy for bonded debt, be adopted. Roll Call,
<br />Ayes: Wiski, Goedeke, Mastel, Maschka, and Wall. Nays: None.

<br />Maschka moved, Mastel seconded, that the establishment of a levy for brown-
<br />fields by the Ramsey County Housing and Redevelopment Authority be denied.

<br />Maschka moved, Mastel seconded, that Westwood Village III appeal of staff
<br />interpretation of Section 1004.01 d of the City Code requiring concrete curb
<br />and gutter in parking lots be approved, based on findings that this is, in fact,
<br />a driveway and not a parking lot, and the Code does not require curbs in the
<br />driveway area that is being rebuilt. Roll Call, Ayes: Wiski, Goedeke, Mastel,
<br />Maschka, and Wall. Nays: None.

<br />Wiski moved, Goedeke seconded, that the Mayor and City Manager be
<br />authorized to sign the Joint Powers Agreement for the North Metro I-35W
<br />Corridor Coalition subject to final review of the agreement by legal counsel
<br />and in particular, the powers and authority provisions of the agreement and
<br />drafting an appropriate hold harmless clause. Roll Call, Ayes: Wiski, Goedeke,
<br />Mastel, Maschka, and Wall. Nays: None.

<br />Maschka moved, Mastel seconded, that the creation of Tax Increment Financing
<br />District 15 and a Tax Increment Financing Plan related thereto be continued to
<br />the regular City Council meeting of Monday, January 27,1997. Roll Call, Ayes:
<br />Wiski, Goedeke, Mastel, Maschka, and Wall. Nays: None.
<br />
<br />Maschka moved, Mastel seconded, that consideration of American Portable
<br />Telecom's (APT) request for permission to begin the Conditional Use Permit
<br />(CUP) process on the Dale Street Fire Station site be continued to the regular
<br />City Council meeting of Monday, January 27, 1997, or sooner if possible. Roll
<br />Call, Ayes: Wiski, Goedeke, Mastel, Maschka, and Wall. Nays: None.
