REPORTS AND RECOMMENDATIONS <br />(Formerly F-4) <br />F-l Mastel moved, Maschka seconded, that advertising of bids for the completion LANGTON LAKE <br />of Langton Lake Park, including approximately 1-1/2 miles of bituminous trail, PARK <br />children's play apparatus, conversion of youth baseball to youth fast pitch <br />softball fields, two small picnic table shelters, fishing pier, benches, <br />landscaping, and turf irrigation be approved. Roll Call, Ayes: Maschka, <br />Mastel, Wiski, Goedeke, and Wall. Nays: None. <br /> <br />Maschka moved, Mastel seconded, that the issue of the boardwalk trail on the <br />north part of the lake be referred to the Parks and Recreation Commission with <br />the recommendation that it be removed from the Master Plan, that they take up <br />the issue of the pipe that crosses Lydia, and whether or not it is possible to get <br />some kind of lake flowage through that area. Roll Call, Ayes: Maschka, <br />Mastel, Wiski, Goedeke, and Wall. Nays: None. <br /> <br />F-2 <br /> <br />(Formerly F-l) <br />Goedeke moved, Mastel seconded, that Resolution 9535, accepting the work <br />completed under 1996 Contract B by Central Landscaping afForest Lake, <br />Minnesota, starting the one year warranty and authorizing final payment of <br />$32,047.66, be adopted. Roll Call, Ayes: Maschka, Mastel, Wiski, Goedeke, <br />and Wall. Nays: None. <br /> <br />RESOLUTION <br />9535 <br /> <br />F-3 <br /> <br />(Formerly F-2) <br />Maschka moved, Mastel seconded, that Resolution 9536, supporting a <br />combination of the Central Ramsey Watershed Management Organization and <br />Southwest Ramsey Watershed Management Organization into a new and <br />separate watershed district, be adopted. <br /> <br />RESOLUTION <br />9536 <br /> <br />Wi ski moved that the motion be amended to change the resolution by adding a <br />third WHEREAS to read as follows: "WHEREAS, it is our initial preference <br />that the existing Joint Powers Agreement be mutually amended." <br /> <br />And that the last WHEREAS be modified to read as follows: <br /> <br />"WHEREAS given the current viable options, it is desirable to provide a <br />governance structure that is most directly accountable to local taxpayers;" <br /> <br />Motion as amended is Maschka moved, Mastel seconded, that Resolution 9536, <br />as amended, supporting a combination of the Central Ramsey Watershed <br />Management Organization and Southwest Ramsey Watershed Management <br />Organization into a new and separate watershed district, be adopted. <br /> <br />Roll Call, Ayes: Maschka, Mastel, Wiski, Goedeke, and Wall. Nays: None. <br />
