Nays: none. <br />Derby <br />F-2Council reviewed the AUAR consultant work plans and costs. <br />AUAR Study <br />Twin Lakes Master Plan <br />(PF3232) <br />Mastel moved, Maschka seconded, to direct staff to complete <br />contracts for the completion of the AUAR study of the <br />recommended "concept" and "retail scenario" amendment to the <br />Comprehensive Plan for Twin lakes as presented, with the costs <br />not to exceed $54,000 (DSU) and $39,500 (SRF) without Council <br />approval; and authorize the Mayor and City Manager to sign the <br />contracts after review and approval by the City Attorney. It is <br />understood that the AUAR work plan is to include the basic <br />recommended "concept" and include a separate study scenario <br />for the Regan parcels located in the southeast sector (estimated <br />27 acres) that would identify the impacts of a "Big Box Retail" use <br />based upon the 1988 master plan that included this area as <br />retail.] Roll Call, Ayes: Klausing, Maschka, Mastel and <br />Kysylyczyn. Nays: none. <br />Mastel moved, Maschka seconded, to approve the funding <br />sources as follows: The City will initially charge the study to the <br />Community Development Professional Services Budget with <br />deferred charges to be attached on a per acre basis to all <br />developable parcels, collectable at the time of major project <br />building permit issuance. Based on the January, 2001 adopted <br />fee schedule, 75% of the total costs for AUAR engineering, <br />planning, financial feasibility, legal, and environmental <br />investigation will be charged to individual projects at the time of <br />major building permit issuance. The actual cost to be deferred will <br />not exceed $1,300 per developable or redevelopable acre <br />(estimated at between 2 and 3 cents per square foot) depending <br />upon final costs of the AUAR.
