<br />CC <br />ITYOUNCIL <br />City Council Minutes <br />Combined Work Session & Regular Meeting of December 11, 2001 <br />The City Council met on the above date with the following members <br />6:32 p.m. <br />present (voting order): Klausing, Mastel, Goedeke, Maschka and <br />Roll Call <br />Kysylyczyn. Absent: none. <br />I.Work Session <br />A.Transportation & Transit <br />Schwartz?Introduction & Overview <br />Schwartz outlined the evening?s presentations and emphasized <br />that transportation comprises a system that requires regional <br />and inter-governmental cooperation. [Note: In addition to the <br />presenters below, the following persons were in attendance: <br />State Rep. Mindy Greiling, County Commissioner Jan Wiessner, <br />Met. Council Member Roger Williams, and County Public Works <br />Director and County Engineer Ken Haider.] <br />Frank Pafco, Area Manager, Minnesota Department of <br />Transportation, reviewed charts portraying historical, current <br />and projected traffic congestion delay, vehicle miles traveled, <br />population, and length of trips. He indicated that state <br />transportation project planning was limited to about $250 million <br />in expenditures per-year. He suggested that, between now and <br />2025, $15 billion in improvements are needed to maintain even <br />functional levels, yet only $5 billion is identified. <br />He described the ABC Program: Advantages to transit, <br />Bottleneck removal, and Corridor connections. He emphasized <br />preserving existing assets, while optimizing function and <br />expanding highway capacity. He explained the nature, timing <br />and investment level for various state highway projects in and <br />around Roseville. Finally, he described the installation of shields <br />on the lights over TH 36. <br />Dan Soler, Transportation Engineer, Ramsey County, <br />summarized the County?s plans for reconstructing county roads, <br />maintaining other county roads, and intersection improvements. <br />Schwartz & Bloom discussed the City street system and <br />improvements.They sketched the currently approved plans for <br />transportation capital improvements in Roseville. <br />Bob Beneke, Consultant, North Metro I35W Corridor Coalition, a <br />multi-jurisdictional effort, reviewed the connection between jobs <br />and transportation, especially within the I-35W corridor. He <br />compared and contrasted the theoretical carrying capacity of I- <br />35W, and the actual traffic counts there. He emphasized <br />functionality from a systems perspective. He reviewed several <br />redevelopment projects along the corridor. <br />Bloom discussed the Northeast Diagonal Land Use/Transit <br />Study, a multi-jurisdictional effort, involving Hennepin and <br />Ramsey Counties, St. Paul, Minneapolis, Roseville, Vadnais <br />Heights, Shoreview, White Bear Township and White Bear <br />Lake.
