Goedeke commented on the current condition of the <br />Final PUD <br />Mobile Home Park, including access for fire apparatus. Mastel <br />Rezoning <br />abstained. Klausing asked what variations from an approved <br />Mobile Home Park <br />PUD would come back to the City Council for review. Klausing <br />2599 Lexington Av <br />also asked about Exhibit B to the PUD agreement. Kysylyczyn <br />(PF3225) <br />commented about moving in the right direction. <br />After the second reading, Klausing moved, Maschka seconded, <br />to approve a Zoning Map Amendment from the existing "B- <br />3" (General Business) and "R-2" (Two Family) zoning districts to <br />a mixed use residential planned unit development (MH-PUD) <br />with an underlying zoning of "R-8" (Mobile Home Park) which <br />allow a mix of manufactured housing, traditional housing, and <br />limited seasonal recreational vehicle parking and accessory used <br />within the (9.1 acre) property known as the Roseville Mobile <br />Home Park located at 2599 Lexington Avenue, <br />and, <br />subject to City Attorney final review as to legal form and content, <br />to approve the MH-PUD Final Development Plan and Agreement <br />that established design standards and development parameters <br />under which the Roseville Mobile Home Park must develop or <br />redevelop on the 9.1 acres parcel, located at 2599 Lexington <br />Avenue. It is understood that the effective date of such a planned <br />unit development plan and ordinance will be after the following: <br />Final City Attorney review and approval of the planned unit <br />l <br />development agreement as to legal form and content <br />Publication of the MH-PUD ordinance <br />l <br />Recording of the MH-PUD document with the Ramsey <br />l <br />County Recorder <br />No new construction may occur before the effective date <br />l <br />of the ordinance, except as approved by the Council. <br />Roll Call, Ayes: Goedeke, Maschka, Klausing, Mastel and <br />Kysylyczyn. Nays: Goedeke. Abstained: Mastel (Mastel indicated <br />she currently lives in the Mobile Home Park that is the subject of <br />this agenda item.) <br />J-2Welsch outlined the history of this development proposal and the <br />Resolution 9970 <br />change from a restaurant to an office building. Applicants were <br />PUD Amendment <br />present. <br />Solutia Consulting <br />Centre Pointe Business <br />nd <br />Park 2 Addition <br />Maschka moved, Klausing seconded, to adopt a resolution <br />approving the voluntary draft EAW final decision of "no negative <br />impact" and the distribution of the decision to the Environmental <br />Quality Board, state agencies and other commentors. Roll Call, <br />Ordinance 1257 <br />Ayes: Goedeke, Maschka, Klausing, Mastel and Kysylyczyn. <br />PUD Amendment <br />Nays: none. <br />(PF3338) <br />Maschka moved, Goedeke seconded, after a second reading of <br />the PUD amendment and ordinance, to take final action to <br />approve the Solutia Office Building PUD Amendment and <br />Ordinance.
