The Village Council of Roseville do ordain as follows: Section 1-1. The following provisions shall constitute and be known as the "Building Code": 1-2. The council shall appoint a building inspector, hereinafter re- ferred to as inspector. 1-3. The inspector shall be given the authority and the responsibility to enforce all of the provisions of this code under the direction of the council. 1-4. Any person, or persons, who shall interfere with the inspector in the execution of his duties as defined by this code, shall upon conviction thereof be subject to the penalties provided herein. 1-5. The inspector is hereby given the authority to call upon the èon- stable for assistance in enforcing any of th~ provisions of this code. 1-6. The council shall, whenever it becomes necessary through the various types of construction to be encountered, employ such technical or expert consultants as to insure proper construction and public safety. SECTION 2 ADMINISTRATION 2-1. Before proceeding with the 'construction, enlargement, alteration, repair or removal of any building or structure, the owner or his 'agent shall first obtain a permit for such purpose from the building inspector and shall pay the 'fees described herein. 2-2. Applications for permits shall be made in writing upon printed blanks or forms furnished by the inspector for such purpose. 2-3. Application for permit shall be accompanied by two copies of the plans and specifications clearly illustrating and specifying the work to be done, and such plans shall be so complete as to fully illustrAte the character of the proposed work.
