<br />(a) For all land zoned other than <br />residential, the values shall be based upon <br />land value, exclusive of buildings and <br />improvements and shall be 5% of the value. <br /> <br />(b) Where money is paid in lieu of <br />land, the values for residential purposes <br />shall be established by the Council at least <br />every two years by resolution. Values for <br />the initial two-year period shall be: <br /> <br />$500 per single family lot <br />$400 per townhouse or duplex unit <br />$350 per unit for multi-family structures <br />with three or more units <br /> <br />(c) In the event the parties are <br />unable to agree on the amount to be paid in <br />lieu of dedication, the matter shall be <br />submitted to arbitration. Each party shall <br />appoint one arbitrator and the two <br />arbitrators shall appoint a third. If the <br />arbitrators fail to appoint a third <br />arbitrator, the third arbitrator shall be <br />appointed by any judge of the Ramsey County <br />District Court. <br /> <br />Each party shall pay the fee for <br />their own arbitrator and one-half of the fee <br />of the neutral arbitrator. <br /> <br />(5) Payment of money in lieu of land <br />fees is due at the time of filing of the <br />final plat. <br /> <br />II. <br /> <br />The City Code of the City of Roseville Section 17.170 <br />is amended as follows: <br /> <br />Section 17.170. Subdivision <br />Regulations Applicable. <br /> <br />The subdivision regulations as set forth <br />in Chapter 20 shall apply, including Section <br />20.155. <br /> <br />III. <br /> <br />This Ordinance shall take effect and be in force from <br /> <br />and after its passage and publication. <br /> <br />2 <br />
