The Village Council of RoseTille do ordain as follows: SECTION 1 It shall be unlawful for ~ person, firm or corporation to deal in or sell at retail at any place within the limits of the Village of Roseville other than a publiC market, ~ foodstuffs except garden produce sold upon the premises where raised with- out first having obtained a license so to do as hereinafter provided: SECTION 2 :For the purpose of this ordinance, the foodstuffs shall include any and all articles of food and drink maintained for human consumption except non-intoxicating malt liquor. "Vending machine' as used in this ordinance ahall mean a machine operated by any coin abovs one pe~ in Talue. SEOTION 3 An:y persond.esiring to engage in the business of dealing in or selling foodstuffs of ~ k1nd, shall make his application in writing to the Village Council bv filing said application with the Village Clerk. The following information shall be set forth in the application. ' (a) The name and place of residence of the applicant. (b) The exact location of the premises at which the applicant proposes to carry on said business. (c) Whether the applicant has ever been engaged in said business of dealing in or sale of foodstuffs and, if so, when and where. (d) The nature of foodstuffs which the applicant proposes to sell. SECTION' 4 The applicant shall deposit with the Village Clerk, at the time of filing his ap- plication. the sum of Twenty-Five Dolla-rs provided, however, that if the application be for the sale of wrapped candy or nuts or soft drinks contained in the original package or bottle, the deposit required herein shall be Ten Dollars, and provided that if the application be for the sale of candy, nuts, soft drinks or other foodstuff through the use of a vending machine, the deposit required herein shall be Five Dollars for each vending machine, which sums are hereby set as a licensing fee to engage in said busi- ness, and the Village Clerk shall thereupon deliver to such applicant duplicate receipts therefor containing a statement of the pllrpOse for which such depos! t was made and one of said receipts shall be attached to and filed. with said. application.
