<br />SECTION 4 <br />DISPDS.ARY J'UII) OmuTED <br /> <br />0453 <br /> <br />(a) A municipal liquor dispensary :f'und is hereby created in which all revenues <br />received from the operation of the dispensary shall be de~sited and from whiCh all <br />ordinary operating expenses shall be paid. A:ay amounts it may be necessary to borrow <br />from the general fund. of the village for in! tial costs or rent, fixtures and stock or <br />for operating expenses ahall be reimbursed to that fund out of the first available moneys <br />coming into the dispensary fund thereafter. Surpluses a.ccumulating in the dispensary <br />fund may be transferred to the general fund or to any other appropriate fund of the <br />village by resolution of the council and expended. for any municipal purpose. <br /> <br />(b) The handling of 'municipal liquor dispensary receipts and disbursements shall <br />comply with the proced.ure prescribed by law for the receipts and disbursement of village <br />funds generally. <br /> <br />SECTION .5 <br />HOURS OF OPJmA.TION <br /> <br />The dispensary' shall observe the following restrictions upon the hourstof opera- <br />tion: <br /> <br />(a) No saJ.e of intoxicating liquor shall be made on Sunday nor before 3:00 P. M. <br />on any Memorial Day nor before 8:00 P. M. on any election day in the village. No "on <br />sale" shall be made before 8:00 A. M. or after 12:00 midnight of any day. No "off sale" <br />shaJ.l be made before 8:00 A. M. or after 8:00 P. M. of any day except Saturday, on <br />whioh "off salesH may be made until 10: 00 P. M.; provid.ed, however, that no "off sale" <br />shall be made on New Year's Day, January 1; Memorial Day, May 30; Independence Day, <br />July 4; Thanksgiving Day, or Christmas Day, December 2.5; but on the evenings preceding <br />such days, if the sale of liquor is not otherwise prohibited on such evenings, "off <br />sales" may be made until 10:00 P. M. except that no "off sale" shall be made on <br />December 24. after 8:00 P. M. <br /> <br />(b) Cigars, cigarettes and all forms of tobacco, beer and soft drinks may be sold <br />in the dispensary at on-sale and off-sale except between the hours of 1:00 A. M. and <br />7:00 A. M. on week days and between 2:00 A. All window8 in the frames of <br />the dispensary shall be of clea.r glass and. the public view of the whole interior shall <br />be unobstru.cted by screens, curtains or partitions. There shall be no partition, box, <br />stall, screen, curtain or other device to obstru.ct the general observation of ~ part <br />of the dispensa.ry room by persons in the room. Bowever, partitions, subdivisions or <br />panel13 not higher than 48 inches from the floor shall not be construed as such obstruc- <br />tions. <br /> <br />~ <br /> <br />(b) No business other than the sale of liquor shall be carried on in the dispensary <br />except the retail sale of oigars, Cigarettes, all forms of tobacco, beer and soft drinks, <br />both on-sale and off-sale. <br /> <br />(c) No pool or billiard table shall be kept in any part of the dispensary. <br />
