ORDINANCE NO. 117" AN OBDI'NANCJl LICENSING .AND REGULATnTG THE CONSTRUCTION, ALTERATION, REFACING RELOCATION, MAINTENANCE .AND USE OF :BILLBOARDS IN TEE VILLAGE OF ROSEVILLE. The Village Council of Roseville do ordain as follows: 049 SECTION 1 DEFINITItES The term "billboard" as used. in this ordinance, shall mean and include all structures over fifteen square feet in area of Whatever material the same ~ be co~ structed. which are independently supported. or placed. on the ground. or upon the roofs of buildings and are maintained. or used for direct public display of printed. or painted posters, signs, pictures or other pictorial or rea,ding matter. This definition shall not be held to include any structure attached flat against the walls of buildings or suspended therefrom or any structure used. to display official notices issued. by any court or :public official or by ~ public official in the performance ofa public or official duty. The word "person" as used in this ordinance sha.1l mean,M.d. include natural persons, corporations, partnerShips, associations, joint stock companies, societies and all other entities of any kind capable of being sue d..' The term "alteration" as used. in this ordinance shall not be construed. to apply to the painting of or changing of any advertising matter on any billboard.. SECTION II GEmIIBAL PROVISIOn No person shall, within the corporate limits of the Village of Roseville, erect, alter, reface, relocate, or reconstruct or cause to be erected., altered, refaced., relocated or reconstructed, a billboard as defined in Section I without first having obtained. a permit therefor, and. no person shall, within the limits of the Vi1lag~ of Roseville, maintain a billboard. as d.efined in Section I without having obtained a license for the maintenance thereof as hereinafter provided. SEOTION III P.EBMI T 1pplication for a permit to construct, erect, alter, relocate, resurface or reconstruct a billboard shall be made to the building inspector. Such application, shall give the name and post-office ad.!iress of the applicant, the location or pro- posed location of the billboard and such "other information as the building inspe~tor may req:u.est to locate such billboard and to show compliance with the provisions of this ordinance and. shall be accompanied by plans ,and specifications as to size and acquaint the building inspector with the manner of construction proposed.. If said billboard is in accordance with the provisions of this ordinance, the building inspector may issue a p81'D1;it for the erection, alteration or repair of such billboard.s. SEOTION IV
